Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Part 12, Part 13, and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a small business set-aside. The North American Industry Classification Systems Code is 561612 and the small business standard is $9 million. The Volpe Center requires unarmed security guard services in Libby Montana. As part of the project, the Volpe Center will be performing remediation activities at Plummer Elementary School, Libby Middle School and Libby High School. Volpe will first complete activi ties which constitute the base amount, at Plummer before mobilizing at the High School and finishing at the Middle School. At each school, Volpe will maintain a field office and associated equipment, a staging area, and other construction specific areas on a workday basis (i.e., 6 days/week, 10 hours/day). This requirement is for unarmed security guard services for field office, staging area, and construction areas of the respective schools where remediation actions are undertaken during all non-working hours (i.e., 6 days/week 13 hours/day from 6:00 p.m. until 7:00 a.m. and 24 hours on Sunday) for the scheduled duration of the project. The base period which consists of 1,007 hours of the project will be for approximately two and a quarter months with Option 1 to add an additional 100 hours, Option 2 to add another additional 100 hours, Option 3 represents the base hours of work which consists of 1,051 hours to be performed at the Siefke property and Option 4 to add an additional 200 hours. One holiday is also anticipated to fall within this time frame for which the vendor shall provide a price for un-armed security guard coverage for 24 hours on 9/3/01. The vendor shall provide all the necessary equipment, material and labor to perform the following tasks: a) conduct daily in-brief with Government and contractor representatives and prepare daily in-brief logs; b) conduct daily out-brief with Government and contractor representatives and prepare daily out-brief log; c) file daily in brief and out-brief logs in the Government trailer file cabinet; d) conduct rounds of Government field office trailers and equipment, Government staging area and document in log. Rounds shall be conducted every two hours of the un-armed security guards shift; e) notify Government and or contractor personnel, as determined in the daily in-brief, of emergency situations; and f) notify appropriate emergency personnel of emergency situations. Prior to contract award the vendor must also present a license as required in the State of Montana to do business as a Private Security Patrol Officer per the Montana Department of Professional & Occupational Licensing, Board of Private Security Patrol Officers & Investigators. There is no guarantee that any option will exercised by the Government. Options can be ordered incrementally by the Contracting Officer. Proposals shall in clude the following information in a written quotation: 1) provide price for base amount for unarmed security guard service at the schools to be paid in 1-month increments for a period of two and a quarter months from July 9, 2001 to September 15, 2001; 2) Option 1, provide price for 100 additional hours of unarmed security guard service; 3) Option 2, provide price for another 100 additional hours of unarmed security guard service. 4) Option 3, provide price for base amount for unarmed security guard service to be required at the Siefke property; and 5) Option 4, provide price for another 200 additional hours of unarmed security guard service. Unarmed security guard rates shall be based upon United States Service Contract Act rates for the Libby, Lincoln County, Montana area, No. 2317, Protective Service Occupations, Guard I, minimum hourly rate of $8.41. The provision at 52.212-1, Instruction to Offerors Commercial, is hereby incorporated by reference. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, is incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition; additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 6, 7, 8, 11 12, 13, 14, 15, 22, 24. 52.219-1, Small Business Program Representations. (OCT 2000) and 52.219-1 Small business Program Representations. (OCT 2000) Alternate I (OCT 2000) are incorporated by reference. The clause at 52.222-41, (1) through (6), Service Contract Act of 1965, As Amended (41 U.S.C. 351, et seq.), incorporated by reference. NO HARD COPIES of the solicitation will be mailed. The fo llowing is notice for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Short Terms Lending Program (STLP) offers working capital financing in the forms of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $500,000. In addition, a short-term loan program is available to provide working capital at the prime interest rate.
