- Description
- 17. Description: SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for services of the Federal Bureau of Investigation's program for the implementation of the Communications Assistance for Law Enforcement Act (CALEA). This effort requires the successful offeror to provide: (a) emerging technologies/issues support services, and (b) law enforcement liaison support services. The Best-Value award will consider technical issues significantly more important than cost, and subscribe to a Performance-Based Service Contracting method of acquisition. Due to the limited time remaining in the current phase of the CALEA Implementation Program, it is essential for the Government to minimize unproductive performance on the part of the successful offeror. Accordingly, the successful offeror will possess, and will only propose to commit on a full-time basis, personnel with experience supporting the FBI's CIS's implementation of CALEA. In addition, it is the Government's position that the successful offeror will possess, individually or as a team, the following; (a) experience in maintaining up to date knowledge and awareness of related policy and technical regulatory issues, (b) experience in performing organization-wide surveillance activities over the issues facing and being addressed by organizations, including organic and contracted-support personnel, (c) experience in performing technical solutions and, (d) experience in establishing direct liaison with appropriate major law enforcement organizations. There is a bona fide Government requirement for this experience based upon the nature of the services to be acquired and the needs of the requiring agency. See USC Title 10 Section 2305(a)(1)(B)(ii) and (C). The contract will be awarded to a single firm/team using a Commercial, Firm Fixed Price Level of Effort contract type for a base year with four one year option periods. This procurement will be conducted under full and open competition on an unrestricted basis. The applicable North American Industry Classification System (NAICS) Code is 541330 with a size standard of $4 million. The Government intends to place a draft copy of the Performance Work Statement (PWS) on SPAWAR's Business Opportunities Home Page under the SPAWAR Systems Center Charleston Future Opportunities Section on the web page address link noted below on or before 21 June 2001. A pre-proposal conference is planned on or about 06 July 2001 in Charleston, SC. It is anticipated that the formal solicitation will be available on or about 29 June 2001 on SPAWAR's Business Opportunities Home Page under the SPAWAR Systems Center Charleston Solicitation Section at the web page address link noted below.
