- Description
- The New England District and the Baltimore District intend to enter into a mutiple award contract, by awarding four Total Envionmental Remediation Contracts (TERC) using an indefinite delivery type cost reimbursement mechanism. Two contracts will be unrestricted and two contracts will be 100% set-aside for small businesses. These TERCs are for remediation of various hazardous waste sites within the North Atlantic Division and its assigned mission areas. The anchor installation for the unrestricted contract for the New England District valued at $240,000,000.00 is the New Bedford Harbor Superfund site. The anchor installation for the Small Business set-aside contract for the New England District valued at $100,000,000.00 is the Massachusetts Military Reservation. The anchor installation for the unrestricted contract for the Baltimore District valued at $150,000,000.00 is the Crossley Farms site. The anchor installation for the Small Business set-aside contract for the Baltimore District valued at $100,000,000.00 is the W.R. Grace Site. The contracts will provide the Government with a continuity of personnel and institutional knowledge to develop a streamlined response and flexible vehicle for cost-effective remediation. In addition to the anchor sites, each contract includes, but is not limited to, site definition, studies, remedial investigations, feasibility studies, decision documents, designs, interim actions, remedial actions, shore-term operation and maintenance, and any other actions necessary to site remediation at Hazardous, Toxic, and Radioactive Waste (HTRW) sites. This contract requires the contractor to furnish and transport all plant, labor, materials and equipment and to perform all work necessary to complete simultaneous task orders at confirmed or suspected hazardous and radioactive waste sites. Solicitation shall be available on or about 7/10/01. Contractors are notified that they may only receive one of the four awards. Small business contractors may submit only one proposal and be considered for any of the four contracts or any combination thereof. A large busines contractor may submit only one proposal and be considered for either of the unrestricted contracts or both. Prospective bidders, subcontractors, and plan rooms are required to self-register their firm or office on the Internet to receive this solicitation. Registration instructions are available on the Internet at http://www.nae.usace.army.mil. Neither telephonic, mailed or fax requests will be accepted. Those registering are responsible for the accuracy of the information of the mailing list. All responsible sources may sumbit a proposal which will be considered by the New England District.
