- Description
- The U.S. Department of Energy, Richland Operations Office (RL) intends to issue a Request for Proposals (RFP) on or about July 2, 2001, seeking applications for financial assistance awards (grants and/or cooperative agreements) to fund collaborative research and development projects with U.S. and Republic of Korea (ROK) organizations. The planned solicitation will invite applications for financial assistance under a collaborative agreement between the U.S. Department of Energy and the Ministry of Science and Technology of the Republic of Korea (ROK). Awards will be issued, as appropriate, for innovative, scientific and engineering research and development in the field of nuclear energy as part of the International Nuclear Energy Research Initiative (I-NERI). The I-NERI program is designed to support innovative research to address the principal technical and scientific obstacles to future use of nuclear power worldwide. The U.S./ROK program is the first of several planned international collaborations under the I-NERI program. The U.S./ROK I-NERI program will sponsor innovative nuclear energy research and development in the following general areas: h Advanced Instrumentation, Controls and Diagnostics h Advanced Light Water Reactor Technology Specific details of research areas will be defined in the solicitation. The proposed RFP pertains to applications from universities or other institutions of higher learning, industry, non-profit and R&D organizations and collaborations among organizations, including those in which DOE national laboratories are participating, but not as the lead organization. Joint proposals are required under this solicitation, which include at least one participant from the U.S. and ROK, respectively. A separate but equivalent Program Announcement will be issued simultaneously for proposals in which a DOE national laboratory may participate as the lead performing organization. Proposed awards: It is anticipated that award selection will be made on or before October 31, 2001, with awards issued to the successful organizations before the end of calendar year 2001. Applications for projects with periods of performance of one to three years will be funded on an annual basis subject to the availability of funds and, where applicable, successful completion of previous phases. Up to a total of $2 million of Federal funds are expected to be available for awards to the U.S. participants of the collaborative projects under the proposed RFP and the complementary Program Announcement for the National Laboratories Solicitation. Individual awards are anticipated to be between $200,000 and $400,000 per project, per year, for the U.S. participants. An approximately equivalent amount will be made available to Republic of Korea (ROK) participants by the Ministry of Science and Technology (MOST). Large collaborative research projects involving multiple U.S. and ROK organizations may receive larger awards if merited. The following web site will be used to provide I-NERI project information including the Request for Proposals, any amendments or clarifications, and other related information: www.hanford.gov/procure/solicit.htm.
