Description
NASA/GSFC plans to issue a Request for Quote (RFQ) for the DESIGN PHASE of a breadboard miniature loop heat pipe (mLHP). One of GSFC's technology development projects is miniaturization of a two-phase heat transport system for Nano-satellites and related applications. Previous work has successfully demonstrated operation of mLHP's with evaporator diameters of approximately 1/2". The goal of this project is to develop a reduced scale mLHP with an evaporator diameter of approximately 1/4", for typical space hardware temperature ranges and with a transport capability of tens of watts or less. THIS SOLICITATION IS FOR THE DESIGN PHASE ONLY. The total value of each award for the design phase is limited to $20K each. It is anticipated that multiple awards will be made. The full requirement is for the acquisition of a prototype of a miniature loop heat pipe. The acquisition will be conducted as a 3-phased procurement using a progressive competition down-selection technique between phases. In this technique, two or more contractors will be selected for Phase 1. It is expected that fewer contractors for Phase 2 will be chosen from among the Phase 1 contractors after a competitive down-selection, and one contractor for Phase 3 will be chosen from among the Phase 2 contractors after a competitive down-selection. Phase 1 is a design phase. Phase 2 is a breadboard phase. Phase 3 is a prototype phase. The competition for Phase 2 will be based on the results of Phase 1, and the award criteria for Phase 2 will include successful completion of Phase 1 requirements. The competition for Phase 3 will be based on the results of Phase 2, and the award criteria for Phase 3 will include successful completion of Phase 2 requirements. NASA does not intend to issue a separate, formal solicitation for Phase 2 and Phase 3. Instead, Phase 2 proposals will be requested from the Phase 1 contractors and Phase 3 proposals will be requested from the Phase 2 contractors, both by means of a letter. All information required for preparation of Phase 2 and Phase 3 proposals, including the final evaluation criteria and factors, will be provided at the time the letters are issued. Phase 2 and Phase 3 will be synopsized in the Commerce Business Daily (CBD) in accordance with FAR 5.201 and 5.203 unless one of the exceptions in FAR 5.202 applies. Notwithstanding NASA's expectation that only the Phase 1 contractors will be capable of successfully competing for Phase 2 and that only Phase 2 contractors will be capable of successfully competing for Phase 3, proposals from all responsible sources submitted by the specified due date will be considered. Any other responsible source may indicate its desire to submit a proposal by responding to the Phase 2 and Phase 3 synopses, and NASA will provide that source all the material furnished to the Phase 1 and Phase 2 contractors necessary to submit a proposal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 54171 and 500 employees, respectively. The DPAS Rating for this procurement is DOC9. The anticipated release date of RFQ 545-25770-0000/920 is on or about 07/13/2001 with an anticipated quote due date of on or about 07/30/2001. All qualified responsible sources may submit a quote, which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet.
