Description
The Naval Air Warfare Center, Weapons Division (NAWCWPNS), China Lake, CA is sponsoring a Broad Agency Announcement (BAA) with the intent of issuing Firm Fixed Price contract(s) for studies of kinematic and dynamic states of the Coso Geothermal and surrounding areas. The North American Industry Classification System (NAICS) Code for this acquisition is 541710 with a size standard of 500 Employees. The scope of this BAA is limited to investigations in the following areas: (1) Kinematic and dynamic studies of the Coso geothermal area and the Coso/Argus Ranges including the Indian Wells Valley to the South and the Owens Lake to the north insofar as those areas contribute to understanding of the Coso system, (2) Dynamic studies of the heat and mass transfer processes within the geothermal area itself, and/or processes which influence the heat and mass flux budget therein, and (3) Fracture prediction modeling and related fluid flow processes within the Coso geothermal field. The goal of this BAA is to develop insights into the relationship of the structural geology, mechanics, mass balance, and fluid flow within the Coso geothermal field as set forth in the three specified topical areas. The objective is to identify and investigate technical approaches through geological, geophysical, and/or geochemical techniques that could potentially lead to better management and greater conservation of the Navy's geothermal resource. Each offeror may submit more than one proposal, although each proposal must deal with only one concept. Offerors may propose one-year research efforts with an additional one-year option. Exercise of any proposed option will be contingent upon satisfactory progress on projects and budgetary approval of necessary funding. At present the Government only has fiscal year (FY) 2001 funding to make contract awards from this BAA. Therefore, to be considered for FY 2001 funding and contract award by 30 September 2001, proposals must be received at the cognizant Navy procurement office not later than 1500 Hours Pacific Time on 27 July 2001. However, it is the Navy's intent to evaluate proposals as they are received and award contracts before the closing time for this BAA, which is 18 December 2001 at 1500 Hours Pacific Time. Should FY 2002 funding become available, proposals received after 1500 on 27 July 2001 will be considered for contract award after 30 September 2001. Proposals must be valid for at least 180 days from the date of submittal as determined by the date they are received by the cognizant Navy procurement office. As part of their proposal, offerors should plan to submit quarterly progress reports and an annual summary report for each year of proposed research. Also as part of their proposal, offerors shall develop and provide a technical proposal for incorporation into the resulting contract. Guidelines for technical and price proposal preparation are included in the supplemental information package to this BAA announcement. Parties desiring to submit a proposal in response to this BAA must access the 2.0 Contracts Competency home page at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm for the supplemental information package containing (1) complete technical requirements (2) guidelines on how to prepare and submit proposals in response to this BAA announcement, (3) the BAA solicitation with anticipated contract terms and conditions, and (4) representations and certifications within the BAA solicitation. No hard copies of this BAA Announcement or its accompanying supplemental information package will be furnished unless absolutely necessary. Offerors must reference the BAA solicitation number in their proposal and state that the proposal is submitted in response to this particular BAA. The following criteria will be the basis for proposal evaluation and selection: (1) relevance to GPO mission, (2) overall scientific and technical merit of the proposed work, (3) uniqueness and innovation of the approach (including studies that integrate two or more of the following disciplines: physical sampling and analysis, field mapping, field data acquisition and interpretation, and modeling), (4) capabilities and related experience of key personnel in the technical areas being proposed, (5) experience and knowledge of the key personnel in the eastern Sierra Nevada, Coso, and/or surrounding areas, (6) adequacy of facilities to support execution of the proposed work, (7) familiarity with previous work performed in the geographic area of interest, and (8) realism and reasonableness of proposed costs. Relevance of the outcome of the proposed research to the Navy's geothermal program is substantially more important than the other criteria. All other criteria are of equal importance. If proposals are selected based on the aforementioned technical and program relevance evaluation criteria, then award will be based on funds availability. A team of Navy technical experts in the geosciences will conduct the evaluations of all proposals. Upon completion of the evaluations, the team will make recommendations to the source selection authority for contract award. None, one, or multiple contract awards may be made as a result of proposals received. Additional awards may be made as funds become available. All responsible sources may submit a proposal which shall be considered by the agency. See Note: 26.
