Description
The Naval Air Warfare Center Weapons Division, China Lake, CA is soliciting proposals to procure Airlift Support for Parachute Operations Training on a commercial, full and open competition basis for a base period of performance of three years plus two one-year options. The anticipated commercial contract will be a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity contract for a minimum of 75 and a maximum of 675 airlifts for the three-year base period and a maximum of 225 airlifts for each of the two one-year options. The contractor is to provide: jump aircraft including qualified pilots, a drop zone of a minimum size of 600 X 600 yards, free and clear of any hazards or obstructions, and facilities to support U. S. Navy parachutist training and proficiency jump operations. In addition, the contract requirements include that the supporting aircraft and pilot be capable of obtaining a facility license to land and operate on Naval Air Weapons Station (NAWS) China Lake ranges/drop zones to support on-station Test Parachutist proficiency training. Usage is anticipated to be four airlifts approximately four to eight days per month and will be ordered monthly by delivery orders. It is anticipated that aircraft charges will be on a per lift basis. Aircraft must be able to be configured, at Government expense, for static line parachute operations with a static line anchor point rated to a working load of 3,500 pounds and an ultimate load of 5,400 pounds. Supporting engineering documentation of anchor point load capability/rating must be provided. Contractor's drop zone must be located within one-hour transit time by motor vehicle each way from NAWS China Lake, CA and co-located with airfield, aircraft, and facilities. Award is scheduled to occur by 31 August 2001. The offeror selected for award will be that offeror determined to be most advantageous to the Government based on the evaluation conducted. The evaluation criteria will be provided in the solicitation. The Request for Proposal will be issued on or about 30 June 2001, and will be available through the Contract Competency homepage Web site at: http://www.nawcwpns.navy.mil/~contract/homepubl.htm. The Government anticipates a 15-day response time for receipt of proposals. All responsible sources may submit a proposal, which shall be considered by the agency.
