- Description
- The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to award a Firm Fixed Price Contract on a Sole Source basis to Logicon Syscon Corporation, 10 John Clarke Rod., Middletown, RI 02842 for a site license for unlimited NUWC Division Newport usage of the Logicon Combined Tactical Trainer and Analysis System (CTTAS) as the primary software component of the Undersea Battlespace (USB) Master Controller. This action is being processed on a Sole Source basis due to the fact that the CTTAS product provides the functionality to define a synthetic exercise scenario; identify systems, models and simulations to be used in the exercise; model the weapon interactions; and allow the Controller to modify and control the progress of the exercise and the entities in the exercise. The USB MC also provides the functionality to crease game scenarious (Scenario Builder), define the water mass environment (User Defined Environment), and to define the characteristics and parameters of all entities in the game (Entity Library Editor). These functions are assessed as being the highest priority for near-term implementation. This product is proprietary to Logicon and Logicon sells directly, there is no competitive source. Software shall be installed on GFE computer systems in the Undersea Battlespace Laboratory. Associated system user documentation shall also be delivered. The vendor must be able to provide technical support and software upgrades. To be determined equivalent, the license/software must do the following: (a) Functionality must include: (1) the capability to model weapon systems and Navy platforms and (2) Scenario generation and control; (b) The Combined Tactical Training and Analysis System must meet the following specifications: FOR SIMULATION: (1) Send in-situ entry data to models; (2) Define force laydown; (3) Define behavior and rules of engagement; (4) Scale Opfor; (5) Display multi-dimensional battle space; (6) Monitor simulated and live actions; (7) Manipulate simulated actions, (8) Direct simulated units, (9) Tailor display to audience, (10) Display tactical map during exercise, (11) Display data in graphical format during exercise, (12) Display tactical map during analysis, (13) Display data in graphical format during analysis, (14) Display 2-D map, (15) Select point of reference on 2-D display, (16) Zoom to point of reference on 2-D display, (17) Pan from point of reference on 2-D display, (18) Center at point of reference on 2-D display, (19) Select display units on 2-D display, (20) Display tactical symbology, (21) Display relative range between selected resources, (22) Display speed of selected resources, (23) Display course of selected resources, (24) Create overlays of specific data on 2-D display,(25) Create overlays of specific data on 2-D display; FOR DATA WEIGHT: (26) Use data from different sources, (27) Define data collection criteria, (28) Display both local and remotely generated data during execution, (29) Support multiple data formats, (30) Monitor data collection during execution, (31) Sample data being collected during execution, (32) Display sample data being collected during execution, (33) Set out-of-limits alarms on values, (34) Show rate of data being collected, (35) Show volume of data being collected, (36) Collect data during execution, (37) Store data collected during execution, (38) Record execution state, (39) Distribute logging across the network, (40) Allow users to create data sets, (41) Allow users to validate data sets, (42) Give the user the capability to locate collected data, (43) Give the user the capability to extract collected data, (44) Give the user the capability to process collected data, (45) Allow the user to specify needed data, (46) Search for and extract user specified data, (47) Replay and display the exercise execution in normal (1:1) motion, (48) Replay and display the exercise execution in faster than 1:1 ratio. (49) Replay and display the exercise execution in slower than 1:1 ratio. (50) Key collected data to visualization, (51) Combine visualization with data replay, (52) Allow the user to search DIS message archive; FOR ADMINISTRATION: (53) Examine existing resources for applicability to current objectives, (54) Support test of systems configuration, (55) Enable modification to databases during operations without disruption, (56) Support network switching and communication management, (57) Support time/control game ratio. (58) Support checkpoint archiving, (59) Support system/network monitoring, (60) Support crash recovery, (61) Support record-keeping; MISCELLANEOUS: One Year Maintenance which includes all software fixes to the CTTAS-TM software, to be provided by seller as they are released, during the term of the maintenance period.;Twenty-Five (25) hours of help desk support, to be provided by the seller on demand. Seller will provide telephone response to help-desk issues within 4 working hours of receipt. System User Manual to be iIncluded. Site License to include: 3 to 5 Servers (maximum of 145 seat licenses), 1 HPUX seat license (Hewlett Packard), 2 Windows NT seat licenses (including Exceed License #3459005 & 3459006), 142 additional seat licenses to be installed at buyer's request (incl. Exceed licenses as required). CTTAS-TM-USB Components are: CTTAS-Tutor -- Master Simulation Engine; Scenario Development & Control; Entity Development; CTTAS-CS -- Training Supervisor for AEGIS (Arleigh Burke class destroyers combat system); CTTAS-AEGIS -- AEGIS submode displays; CTTAS-Tacsit -- Generic combat system display; CTTAS-SONAR -- Generic sonar display; CTTAS-RADAR -- Generic radar display; CTTAS-EW -- Generic EW (electronic warfare) display; CTTAS-TAO -- Generic TAO (tactical action officer); CTTAS-SQQ-89 -- SQQ-89 (Surface Ship Sonar System) specific; CTTAS-SPS-49 SPS-49 (radar system) specific AEGIS, EW, TACSIT, SQQ-89 and SPS-49 are actually individual displays from the CTTAS-TM-USB software. Any Company that believes it has the capability to meet the Government's minimum requirements is invited to submit a quote for Government evaluation. Delivery is required to be F.O.B. Destination at Naval Undersea Warfare Center Division Newport, Newport, Rhode Island, within 45 days after date of contract award.
