- Description
- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 10-3K47-01, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-26. The NAICS code is 334516, with a small business standard of 500 employees. The acquisition will be procured on an unrestricted basis. The Government intends to negotiate sole source with Elementar Americas, Inc., 520 Fellowship Rd., Mt. Laurel, NJ, pursuant to FAR Subpart 6.3. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The USDA's Animal Manure & By-Products Lab, requires the Vario MAX CNS Elemental Analyzer for the simultaneous determination of CN or CNS in samples of organic or inorganic materials, liquids, solids or semi-solids. Inside delivery is required to FOB destination to the Beltsville Agricultural Research Center, Beltsville, Maryland, 20705-2350, within 60 days of award. Line Item 01: Vario MAX CNS Elemental Analyzer (25.02-0000) complete with integrated automatic sampler, 60 positions, for reusable 5 ml crucibles, Windows 98 based control software, set of initial consumables (400) for installation, training, warranty and shipping. The system's specifications are as follows: simultaneous determination of the elements carbon and nitrogen (CN mode) or carbon, nitrogen, and sulfur (CNS mode), by combusting the sample and measuring the entire contents of nitrogen and carbon in the combustion gases; the system must employ electronic mass flow controllers for the regulation of the helium carrier gas and oxygen combustion gas; the system must employ a single thermal conductivity detector and analyze all of the analyte gasses resulting from combustion without the utilization of a gas splitting system. This is important in the case that the analyzer is later coupled with an isotope ratio mass spectrometer; in the CN mode the system must be able to measure from 0.02 mg to 150mg absolute nitrogen and from 0.02 to 400 mg absolute carbon; in CNS mode the system must measure from 0.02 mg to 30 mg absolute nitrogen, from 0.02 to 200 mg absolute carbon and from 0.02 mg to 15 mg absolute S; capable of handling the following sample sizes: Soils up to 1.5 g; Plant tissue up to 5 cubic centimeters in size.; Water or water with sediments up to 4 ml in volume (CN mode). The system must has a 60 position or greater automatic sample loading device capable of handling both solid or liquid samples (CN mode). Sampling device must remove the ash from the analysis after each sample. Must include software required for the operation of the instrument by an external PC operating Windows 98. The system must employ a combustion tube made from stainless steel(CN mode) or quartz (CNS mode) to eliminate breakage due to thermal shock in case of power outage. Operate on 120 VAC, 60 Hz power, without the need to use an external power transformer. Supplied with all required gas regulators and tubing. Include installation and training by a factory trained representative. 12 months parts and labor warranty. The following FAR clauses and provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Award to a technically acceptable offeror, at a fair and reasonable price; The following factors shall be used to evaluate offers: in order of importance 1.technical capability of the item offered, 2. past performance and 3. price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. All offerors must include a completed copy of FAR 52.212-3 with their response. FAR 52-212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders-Commercial Items, will apply to the resultant contract: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION) (USDA). (a) The offeror represents that if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) EFT compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), for payment under EFT.
