Description
NASA/KSC plans to issue a Request for Quotation (RFQ) for a Germanium window for an IR Hydrogen Fire Detection Camera. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from International Scientific Products (ISP). Only one responsible source is available and no other supplies or services will satisfy agency requirements. Specifications and techincal requirements are listed at the bottom of this page. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 28, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. Germanium (Ge) window Tx > 91.5 % average for 8 to 12 microns Transmitted wave front less than 1 wave p-v @ 10 micron wavelength 60/40 scratch/dig 5 fringes 1/2 wave irregularity Diameter -- 5.35 inches +000/-.005 Thickness @ center -- 0.500 +/- 0.005 Hard protective coating (DLC) one side AR coating both sides, 7.5-13 microns Protective bevel both sides, 28 degrees +/- 2 from axial, with a 0.060 inch to 0.070 inch base dimension ( ~ 0.075 on the flat) Parallelism to < 3 minutes of arc Roundness -- 0.005 inch TIR Edge surfaces smooth for O-Ring mounting (to seal internal pressure of 5 psig.)
