- Description
- FIRM FIXED PRICE (FFP) Contract for Design/Build Construction of new of a Border Guard Crossing Station in Red Bridge, Georgia and a single building Coast Guard HQ Facility in Poti, Georgia. The Border Crossing Station project at Red Bridge includes a variety of facility types: administration/operations, unaccompanied personnel housing, family housing units, dining, vehicle maintenance, supply and storage, gatehouse, site utilities, helipads and dog kennels. Special consideration should be given to energy efficiency, relationships to the physical and visual environment, and reduced maintenance requirements. The appearance of the total project shall provide variety in building exteriors, massings, building setbacks, rooflines, materials, textures, and color schemes. Coordination must be done with all utility providers. There are no existing utility systems on site. Site and utility work includes water well and water distribution system; fire protection system including water storage and hydrants; complete sanitary sewage system; package wastewater treatment system; new transformer and electrical distribution system; and new internal communication system. Vehicular circulation will be asphalt concrete paving and pedestrian circulation will be crushed rock. Demolition includes removal of existing masonry structure, approximately 400sm and other minor demolition. The Coast Guard HQ Facility at Poti requires new construction of a 1225sm single building facility. The facility will consist generally of administrative, operations, and minor medical functions. The facility will be located on an existing Coast Guard installation. Special consideration should be given to energy efficiency, relationships to the visual and physical environment and reduced maintenance requirements. All project components should be visually integrated and compatible. The appearance of the total project shall provide variety and interest in building exteriors, massings, building setbacks, rooflines, materials, textures, and color schemes. There are existing utilities on site and the project will include connecting to these existing systems. Utility work includes water distribution system connecting to an existing water main; fire protection system including additional lines and hydrants; sanitary sewage connection to existing sewer line; new underground electrical service from the existing utility building; and complete telecommunications system for the new facility. Minor demolition may be required depending on exact siting of facility. The buildings,, external utilities connections and communication and control systems have been designed through approximately 35 %. Responses are desired from firms who can demonstrate recent experience and excellent past performance in design/construction of similar facitilities. Experience working in/around the Republic of Georgia is also desired. If offeror does not have in-house design and construction capabilities, joint ventures will be acceptable. The qualifications of both the design and construction firm will be evaluated. The offeror will also have to demonstrate scheduling capability, proposed schedule for this procurement, and submit a management plan. Solicitation will be issued on or about 30 July 2001.Proposals will be received 30 days thereafter. Estimated cost of the proposed procurement is $2 million to $5 m. SIC code is1541.
