Description
The Indian Health Services (IHS) has a requirement for the purpose of designing and implementing a Personal Property Management Informatin System and a Supply Inventory Management Information System for tracking and accounting for government-owned and/or-leased equipment, as well as supplies located and distributed in various IHS healthcare facilities throughout the continental US. Equipment and supplies are either tracked through storeroom/warehouse inventories to actual point-of-use within IHS hospitals or clinics, or are tracked from Prime Vendor to requesting department within IHS hospitals and clinics. The IHS is in need of a commercial wed-based server property and supply managment systems to assist managers in maintaining financial accounting and physical accountbility of assets. This means that agency property and supply management systems must support generally accepted accounting principles (GAAP) as recommended by the Federal Accounting Standards Advisory Board (FASAB). Additionally, the system(s) must help to ensure that assets are safeguarded, controlled, and used in the manner intended to meet agency mission and programs. The system should comply with JFMIP Federal Financial Management Systems Requirements-Inventory Systems Requirements. The system must provide data to help managers fulfil their responsiblity for property. The organizational level of the manager and the scope of their responsibility will be determined by the agency. The property and supply management system must support the common requirements for all property and supply functions as well as integrate with the financial and accounting systems. The system should provide for on-line search capability based on user-defined parameters, capability to allow a user to data mining and drill down from summary data to detail data; and the capability for agency property management systems to interface on-line or through Internet with other property and supply management systems external to the agency to fcilitate identification, location or transfer of property government-wide. The hardware platform must include a real time, multi-user environment capable of allowing simultaneous access for up to 150 user per facility. The operating system must be Unix compatible, Windows NT or Windows 2000 compatible. Contact Arthur Gonzales at 505-248-4192 for technical clarifications.
