Description
The Program Support Center on behalf of the Center for Substance Abuse Treatment (CSAT) intends to award a simplified acquisition on a sole source basis to The National Committee on Quality Assurance, Washington DC. The basis for this requirement is: The Contractor shall further test a subset of the performance measures for which data are available in existing administrative data systems. These measures are designed to be calculated using the eligibility, encounter and billing data systems in health plans. However, many questions remain unanswered about the quality of the data on behavioral health services and diagnoses in health plans. For example, how well do the claims reflect the care documented in clinical or utilization authorization records? How much bias is introduced by not including the services provided through Employee Assistance Programs? How do the results of performance measures vary across subsets of plans' populations by age, gender, region, type of substance abuse problem. The proposed simplified acquisition is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. No solicitation will be issued.
