Description

It is the intent of the National Library of Medicine to negotiate on a sole source basis with Jennifer J Whitfield, Silver Spring, Maryland 20910, for expansion and maintenance of the consumer health web site, MEDLINEplus, under authority of FAR 6.302. Ms. Whitfield will continue evaluating potential health information resources based on the MEDLINEplus selection guidelines. This project provides recommendations for the implementation of health news, other health related resources, creating test plans and documentation for input and system maintenance. Ms. Whitfield is the only known source to provide this continuation of services based on her knowledge of biomedical information resources and extensive experience with and knowledge of the MEDLINEplus development and maintenance system. Ms. Whitfield has two years of knowledge and expertise in providing services for MEDLINEplus. Her knowledge of the field of medicine, consumer health needs, and organization of medical information, including MeSH (Medical Subject Headings). Ms Whitfield is also experienced in evaluating the quality of medical information resources and editing and/or writing materials understandable by the general public. Ms. Whitfield will provide the following services: (1) Providing analysis and reports on possible new resources. Assisting with writing specifications for implementation, writing documentation and testing new releases; (2) Review of MEDLINEplus "pages"; (3) Usability studies; (4) MEDLINEplus news selection and editing. The proposed acquisition will be procured under FAR Part 13 -- Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
