- Description
- The Washington Metropolitan Area Transit Authority (WMATA) is seeking 'Expressions of Interest' for professional survey services to complete all of the Authority's Systemwide utility outgrants. An outgrant is a utility easement which much be conveyed to the respective utility companies. The outgrants are for utilities relocated during the construction of the METRORAIL system. The purpose of the outgrant is to give respective utility companies rights to access their facilities for the purpose of performing operation and maintenance functions. The outgrant process involves preparing survey easement plats for the relocated utilities and creating legal descriptions. These documents will be used in legal instruments to convey rights to the appropriate parties and will be recorded in the land records of the respective jurisdiction. Some survey field work will be required on an as needed basis in order to facilitate plat preparation. At this time WMATA has identified approximately 500 outgrants which are generally located along METRORAIL corridors in Virginia, Maryland and the District of Columbia. WMATA may use more than one contractor for these services. The survey contractor(s) shall provide surveying and technical services in the following areas: (1) research of WMATA right-of-way and utility as-built drawings and survey plats; (2) preparation of plats in AutoCAD=AE DWG drawing format; (3) preparation of legal descriptions in WordPerfect=AE WPD document format; (4) perform field surveys using fully automated "field to finish" techniques which shall include the use of total station survey instruments and RTK GPS with data collectors; (5) research of WMATA land records; (6) research of jurisdictional land records; (7) research of utility companies records; and (8) other services needed to automate the outgrant preparation process which may include scanning, image manipulation, georeferencing and plotting of all drawing documents. The contract term will br two years with no optional extension years. Experience in survey work similar in nature to the above tasks as related to utility companies or other governmental agencies is required with the following selection criteria applicable: (1) demonstrated specialized project experience and technical expertise in the listed technical areas; (2) experienced technical staff to accomplish the task orders issued by WMATA pursuant to the contract (preference given to licensed (LS) and certified (CST) surveyors); (3) demonstrated ability and capacity to preform various task orders as issued in a timely manner to adhere to the Authority's schedule; (4) past performance on contracts with agencies and similar entities for professional work of the nature required under this contract; and (5) location in the general geographic area of the WMATA transit system to demonstrate responsiveness and knowledge of the overall Washington, DC Metropolitan area utility companies and land surveying requirements of the participating jurisdictions. The duration of the contract will be from September 1, 2001 to August 31, 2003 with no option for extension years.
