Description
This announcement is for the purpose of soliciting names of United States base operation services (BOS) contractors, or joint ventures (JV) between United States BOS contractors and Qatari BOS contractors interested in submitting proposals on a solicitation for the project described below, the performance taking place in the State of Qatar. PROJECT SCOPE: Perform a wide range of base operations that may include, but are not limited to: operating a power plant; facility maintenance; roads and grounds maintenance; custodial services; refuse collection; pest control; collection and holding of hazardous wastes; energy conservation; master planning; housing office administration; supply service activities of Class I-IX materials; central issue facility operations; property holding and classification; installation transportation; passenger travel; motor pool operations; household goods shipments; environmental program management and administration; moral, welfare and recreational activities; postal operations; emergency medical services; public affairs support; photo lab support; finance and accounting support; safety program management and administration; security guard services; dining facility operations; bulk fuel storage operations; and base support for contingency operations. All work will be performed in the State of Qatar, primarily at Camp As Sayliyah and an Ammunition Pre-Stockage Point but also at other miscellaneous sites operated by U.S. military forces. The expected contract duration is five years with a base year and four options years. ADDITIONAL REQUIREMENTS: All firms responding to this announcement must be licensed to do business in the State of Qatar, or demonstrate the ability to be licensed to do business in the State of Qatar in accordance with local laws and regulations. PLANS AND SPECIFICATIONS: The solicitation will be issued on compact disk (CD). CONTRACT PROCEDURES: Contract award will be based upon a best value analysis. Complete evaluation criteria and order of precedence will be conveyed within the RFP. The contract will be a cost reimbursement type with an award fee. ACQUISITION TIME LINE: Tentative date for issuance of RFP DACA78-01-R-0016 is July 24, 2001. Tentative date for receipt of proposals is September 26, 2001. Tentative date for contract award is January 24, 2002. There is a mandatory pre-proposal conference and site visit tentatively scheduled for August 5-7, 2001. Contractors are limited to two representatives per firm. The conference will be held at one of the Qatar hotel meeting halls. It will be followed by site visits to different locations covered under the proposed new contract. A bus will be provided at the hotel for the site visits. Offerors will need to use the Government provided transportation (bus) to see the project sites since no personal vehicles will be allowed. Contact Mr. Dave Soltesz in Qatar to make arrangements to attend the conference and site visit. Nationality restrictions apply for entry to various project sites. Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor. Firms that requested a copy of the draft solicitation will not automatically receive a copy of the final solicitation, you must request a copy of the final solicitation based on this announcement. ALL REQUESTS BY CONTRACTORS FOR THIS SOLICITATION MUST BE RECEIVED BY JULY 11, 2001.
