- Description
- The U.S. EPA, National Risk Management Research Laboratory intends to solicit and negotiate with Cratech, Inc. on a sole source basis under the authority of FAR 6.302 for the acquisition of Syngas Sampling and Analysis from a Pressurized Biomass Gasificaiton System. EPA source research indicates that Cratech, Inc. is uniquely qualified to meet this requirement as it has the only pressurized fluid bed gasifier coupled with a hot gas filtration cleanup subsystem designed specifically to be fueld with biomass. The contractor shall operate a pressurized fluid bed gasifier coupled with a hot gas filtration cleanup subsystem at a pressure compatible with a gas turbine engine, using three biomass fuels, and gather and analyze gas samples downstream of the hot gas filtration vessel using an EPA Method 5 and Method 29 train, NOx, CO2, CO, O2, CH4, and H2 analyzers, and a gas chromatograph. Prior to gas sampling and analysis, the contractor shall demonstrate successful operation of the system at a pressure compatible with a gas turbine. The contractor shall prepare and submit a Category IV QA Plan addressing all requirements listed in "NRMRL QAPP Requirements for Basic Research Projects". The contractor shall provide all materials, chemicals, and a clean sample preparation room to perform sampling activities. The contractor shall prepare and provide a report on analysis activities and a final report describing the gas characteristics and discussing how fuel type and system operation parameters affected the gas characteristics. Any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish its potential of complying with the statement of work. Such documentation must be submitted to the POC within fifteen days of electronic posting of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of electronic publication of this synopsis will be considered by the Government. This acquisition is being processed under FAR Part 15, Contracting by Negotiation. The NAICS code is 541620. The anticipated award date is 9/30/01. See Numbered Note 26.
