Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are requested and a written solicitation will not be issued. This is solicited as a request for quotes (RFQ), solicitation number RFQ 01-8630. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This solicitation is set-aside for small business under NAISC Code 44313 with a small business standard of $5.0 million. DESCRIPTION: Provide 12 patrol surveillance systems for use in law enforcement vehicles during vehicle stops, pursuits, DUI testing, etc. within 120 days of the notice of award. Each system is to consist of 1) small windshield mounted miniature camera with both audio and video capability for use in low light settings 2) vault type, lockable unit with recorder and environmental controls for heat/air conditioning 3) control center 4) compact monitor 5) wireless microphone for use both inside and outside the vehicle, equivalent to the Azden VHF two frequency body pack transmitter 6) all cables and hardware required for installation. The systems shall be equivalent to those provided by: Kustom Signals, Inc.,or Shryock Communications, or International Police Technologies, Inc. The vendor is requested to provide a unit price for each unit, a total price, including shipping and handling to Siuslaw National Forest, 4077 SW Research Way, Corvallis, Oregon 97333. The following factors will be used to evaluate quotes: price, required delivery date, capability and sensitivity of system operation. Along with the price proposal, quoters shall submit 1) a technical proposal addressing the evaluation factors 2) a brochure or literature on proposed system, and 3) a completed copy of FAR provision 52.212-3. Quotes in original shall be received at the following office address: Siuslaw National Forest, 4077 SW Research Way, Corvallis, OR 97333, ATTN: Beth Snyder by 4:30 pm local time, July 20, 2001. All quotes shall be clearly marked with the quoters company name, name of contact person supplying the quote on behalf of the company, telephone number and RFQ number. The following clauses are incorporated by reference into this solicitation: FAR 52.212-1, 52.212-2, 52.212-4.
