- Contracting Office Address: Det 3 WR-ALC/SFK Building 1621-K 2261 Hughes Ave, Ste 123 Lackland AFB, TX 78236-9823 The USAF, Directorate of Aerospace Fuels (SF), is currently conducting market research for potential sources to supply hydrazine-type fuels to support various USAF, government and commercial customers. All products and services must be provided without degradation to government or commercial mission capability. The anticipated types of fuels (with approximated annual quantities) and services may include, but are not limited to, the following: =20 Products: Hydrazine, High Purity Grade, conforming to MIL-PRF-26536E, NSN 9135-01-232-1852; Monomethyl Hydrazine (MMH), conforming to MIL-PRF-27404C, dated 1 Oct 1997, NSN 9135-00-148-9813, 164,410 lbs (Shuttle and commercial programs) Unsymmetrical Dimethlyhydrazine (UDMH), conforming to Mil-PRF-25604E, dated 1 Oct 1997, NSN 9135-00-687-4293, 25,450 lbs (6,400 lbs for commercial and 19,050 lbs for A50-Delta requirements) Monopropellant Hydrazine (MPH), conforming to Mil-PRF-26536E dated 24 Sep 1997, NSN 9135-00-149-1610, 22,756 lbs (shuttle and commercial programs); Anhydrous Hydrazine (AH), Standard Grade, conforming to MIL-PRF-26536E, dated 21 Sep 1997, NSN 9135-00-753-4568, 19,050 lbs (for A50-Delta requirement); Hydrazine Water, (H70), conforming to Mil-PRF-87930A dated 24 Nov 1997, NSN 9135-01-049-9592, 6,020 lbs (F16 EPU);=20 AEROZINE 50 MIX (A50), NSN 9135-00-753-4919, 38,100 lbs-included in quantity identified for UDMH and AH(See UDMH and AH for breakout); =20 and recycling off-specification hydrazine product to original purity. Delivery of these products will be to various locations in the US in government provided containers, in accordance with all applicable local, state, and federal transportation. regulations Services: Services required include, but are not necessarily limited to, the following: Ability to blend AH and UDMH to make A50; capability and capacity to fill and store drums, cylinders and/or tank trucks; ability to inspect and retest cylinders, repair/replace valves and fittings as necessary on cylinders/drums; Ability to remove excess product, purge and reprocess hydrazine products; capability and capacity to service containers for customers other than government owned containers; ability to sample and test cylinders/drums and tank trucks and transfer product from/to drum/cylinder and tank trucks; and ability to obtain and maintain all permits and licenses in accordance with existing local, state, and federal regulations. SF is interested in exploring traditional and non-traditional contract arrangements for procuring the referenced fuels, to include long term fixed price (EPA adjustment included) with options, potential for government-contractor joint venture efforts, as well as new plant/production development. Current contracts exist to support USAF, government and commercial requirements through February 2007, and any new venture must be in place to support mission requirements without disruption, with first delivery of product in early 2007. This notice is for information and planning purposes only and any and all potential sources with knowledge, expertise, experience, and/or technical capability to produce the referenced products, build/develop a facility to produce same, or who wish to provide alternative comments and recommendations in support of these government requirements are invited to respond to this notice. Responses/Comments are requested in writing to the contracting officer no later than 25 July 2001. E-mail responses will be accepted. =20 In the event a future solicitation is issued for the projected requirements described herein, or any portion thereof, a synopsis and solicitation will be published in accordance with FAR and any other applicable regulations in sufficient detail and time to allow potential sources to submit proposals.=20 This notice is for information and planning purposes and is not intended to be a commitment by the Government. The Government will not provide funds for any information provided as a result of this notice.
