- This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. In accordance with FAR 15.202, Advisory multi-step process, this Sources Sought synopsis is in support of a market survey being conducted by the Air Force to determine potential sources capable of designing and implementing the Global Transportation Network 21 (GTN 21), an integrated transportation information system providing data to support the information needs of United States Transportation Command (USTRANSCOM), DOD, and Defense Transportation System (DTS) user communities in planning, directing, and monitoring the global, intermodal, origin to destination, supply and transportation activity processes. USTRANSCOM is replacing its current system, Global Transportation Network (GTN), and envisions a system permitting a community of approximately 8000 users, more than 500 connected simultaneously; providing integrated transportation information in a well-designed, well-documented database environment; and is easily accessible by DOD and DTS applications, systems, and users. System concepts and functional requirements are described in the DRAFT GTN 21 Technical Requirements Document, which can be found electronically on the Hanscom Electronic Resources Bulletin Board (HERBB) at www.herbb.hanscom.af.mil. In support of this synopsis, the Government has made additional reference materials available on HERBB. The Air Force has designated GTN 21 as a pilot program for the New Challenge acquisition initiative. Refer to HERBB for information on the New Challenge program. The purpose of this announcement is to help the government mitigate program cost, schedule and performance risks by identifying potential highly competitive firms for the GTN 21 acquisition. It shall also help interested offerors make a more informed decision of their probability of success and determine whether or not they should proceed with a full proposal effort. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought request. The Government requests interested offerors submit a statement of their qualifications with respect to the key features discussed above and the screening criteria below. Responses should include examples of systems successfully developed. Offerors should indicate their intent to be a prime contractor. The Government expects that sources interested in being a prime contractor, either alone or with appropriate teaming partners, should possess the following: (1) Extensive experience in the successful design, development, and implementation of large, complex, and well-documented database systems, complete with metadata and business rules; (2) Extensive experience with processes to manage changing source data, business rules, and processing rules in relation to the database system examples cited in response to criteria (1); (3) Extensive experience in the successful design, development, and implementation of a highly available, easily maintainable, and near real-time information system; (4) Experience with the design and development of a secure (meets information assurance as well as information security requirements) database system; (5) Substantial experience with business-to-business information technology to facilitate GTN 21 database access by GTN 21 end users and external system developers (customer systems and application developers); (6) Experience integrating Commercial Off the Shelf (COTS) hardware and software; (7) Experience organizing core development and management teams for similar database intensive systems relative to the criteria above including organizational structure and transportation functional and technical expertise. Interested offerors who respond with their intention to be a prime contractor will be screened against the above criteria. The information provided will be screened to identify highly competitive firms. Responses must be submitted electronically to the email address: gtn21ss@tiberius.transcom.mil in a rich text format no later than 5:00 p.m. Eastern Daylight Time, 18 July, 2001, and should not exceed 14, one-sided, 8.5 X 11 inch pages, with the font no smaller than 10 point. Offerors judged by the Government to be highly competitive to plan and execute the GTN 21 program as a prime contractor will be contacted by the PCO and a list of such firms will be made available on the HERBB. Additionally, offerors should provide, if applicable, an Organizational Conflict of Interest (OCI) mitigation plan. The documentation submitted should address the potential conflict of interest and the offeror's plan to mitigate it. In accordance with FAR 9.5, the Government intends to identify and evaluate potential OCIs as early in the acquisition process as possible and to avoid, neutralize, or mitigate potential conflicts before a contract award. Organizational Conflict of Interest plans SHALL NOT be part of the evaluation to determine the most highly competitive firms. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. The information provided will be screened to identify highly competitive firms. The Government will solicit those firms meeting the screening criteria in this synopsis. Any interested firm initially judged as not being highly competitive as a prime will be provided a copy of the solicitation upon request. Any offer submitted by such a firm will be evaluated without prejudice. An Acquisition Ombudsman, Colonel Joseph P. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should contact the Ombudsman with only those issues or problems that you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman's role is to hear concerns, issues, and recommendations and to communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
