- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Andor Technology, of South Windsor, CT, for a CCD Full Frame Detector System with EEV 42-40 CCD with 2048 x 2048 pixels; 13.5 micron square pixels =3D 27.6mm x 27.6mm active area; back illuminated CCD with VIS optimized response; hard vacuum sealed detector housing with five year warranty for maintenance free optimum cooling operation; very high performance TE cooling to -20 degrees C in air (cooling capability to -70 degrees C with external power supply and water cooling); integral shutter (40mm dia) assembly with F-mount adapter (or other standard lens mount adapter with prior approval from NIST); system controller (PCI) with 16 bit A/D converter with both 62 KHz and 1MHz per pixel digitization rate for fast spectral acquisition and image readout (providing control of all data acquisition functions and TE cooling); Andor-MCD system operating software to control all acquisition and readout modes and cooling temperature (Windows 95/98/NT compatible); Andor-SDK-CCD software developers kit for CCD detector (including drivers for LabView); and optional external power supply for cooling detector to -60 degrees C in air and to -70 degrees C with water cooling (10 degrees C water).*****Neutron imaging shielding and image processing software currently in use at the NIST Nuclear Reactor are fully compatible with the Andor detector and the matching software development kit that comes with it. The use of any other detector would require expensive and time-consuming re-design of the shielding and software. Andor Technology is, therefore, the only vendor who can fulfill the Government's current needs in a cost-effective and timely manner. Timing is especially crucial, as the detector must be tested and calibrated at NIST during the time the Reactor is shut down for repairs -- beginning August 2001 -- so it will be ready for immediate use in scheduled experiments when the Reactor is back up.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within twelve (12) weeks or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 25, 2001 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.=20
