Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. DESCRIPTION OF WORK: This project consists of the repair of nine (9) two story single family historic units, including basements, fronting on Maynard Street, built in 1933. The project also includes the repair of five detached garages in the rear of the units also built in 1933. The units and garages are listed on the North Carolina Historic Register. There are eight (8) Senior Officer Quarters (SOQ) and one (1) General Officer Quarter (GOQ). The SOQ units include 7-three bedroom units (2,775 NSF) and 1 four bedroom unit (3,109 NSF). The GOQ is a four bedroom unit (3,109 NSF). The scope of repair is to renovate the existing interior and exterior conditions. This will include garage repairs, landscape repairs and improvements, sewer lateral replacement undergrounding secondary electric, replacement of electrical mechanical and plumbing systems, replacement of all interior trim, refinishing wood flooring on the first floor, replacement of carpet on the second floor, replacement of porch screens, stucco patching, exterior and interior painting, hardware replacement, kitchen and bathroom reconfiguration and replacement, new closet shelving, gutter repair, plaster patching and repair, abatement of LBP and ACM, window replacement, and providing a new wood deck at the rear of the unit. Options may be included in the contract. Offerors are required to submit both price and experience and technical proposal information as stated in the solicitation. The following evaluation criteria will be used for selection: (1) prime contractor's construction team experience in completing military and non-military contracts for housing facilities similar in scope and complexity in the last five years, (2) prime contractor's construction team past performance in meeting schedule requirements and success in complying with requirements and standards of workmanship exhibited in past contracts, (3) management effectiveness and (4) compliance with safety standards. The acquisition strategy is a lowest cost technically acceptable request for proposal. Proposals will be received and evaluated on a GO/NO-GO basis. The following evaluation criteria will be used for selection: (1) Experience in Renovation of Historic Military Family Housing, and/or other historic structures. (2) Experience in Renovation of Military Family Housing, Senior Grade Officer and General Grade Officer, and/or other military family housing units. (3) Past Performance in completing phased projects on time, within budget. Network Analysis System will be required. Estimated cost range of project is from $1,000,000 to $2,500,000. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (PUBLIC LAW 100-656). Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES in which case a new CD ROM disk will be issued. For amendments that are only posted on the Internet, SF30, amendment of solicitation/modification of contract, and a list of revised specifications and drawings will be mailed to each bidder.
