- Description
- The Administration for Children and Families, Administration on Developmental Disabilities (ADD) through services provided by the Division of Acquisition Management, Program Support Center, U.S. Department of Health and Human Services, will be issuing a solicitation to obtain technical assistance for 57 State Protection and Advocacy (P&A) Agencies. The P&A Agencies protect the interests of individuals with mental and physical disabilities. Technical assistance under the contract will encompass the following major activities: 1) the development and revision of the Program Performance Review and Statement of Objectives and Priorities; 2) the implementation of the P&A program through on-site peer reviews and management consultation with individual P&As; 3) the provision of up-to-date and accessible networking opportunities for the P&As, including the development and maintenance of a formal exchange of information system; 4) the provision of direct access to legal support services with legal and disability advocacy organizations and individuals; 5) the development and implementation of legal and advocacy training on new legislation, emerging health care issues, and civil and constitutional rights that affect individuals with disabilities; 6) the provision of logistical arrangements, including travel, per diem and honoraria for outside experts/trainers, P&A affiliated staff, governing boards, and advisory council members attending national or regional P&A training events; 7) the development of training and technical resource links, manuals, newsletters, electronic bulletin boards, listservs, videoconferencing, email, reports and updates on national trends and impact/outcome data ; and 8) the development of legal and lay advocacy resource materials, including certification curricula and standards. The Government anticipates the award of a cost-reimbursement contract with a 12-month base period and two, 12-month option periods. The solicitation will be issued approximately 15 days after this synopsis is issued and will be made available electronically at this address(es): http://www.eps.gov or http://www.fedbizopps.gov.
