Description
The Agency for Substance Abuse and Mental Health Services (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, General Acquisition Branch, plans to award a 12 month sole source simplified acquisition to the Task Force for Child Survival and Development. The anticipated date of award is July 13, 2001. One set of objectives outlined in the National Strategy outline the need for the development of school suicide prevention guidelines that would provide information on how to create the conditions and environment which promote protective factors for suicide and to identify and assist those more immediately at risk for suicide. Such guidelines have been developed in other countries, such as New Zealand and provide an appropriate starting point for the development of school-based guidelines for the U.S. The Contractor shall provide consultation to CMHS, via meetings and telephone calls, on the content and process of various aspects of the implementation of the National Strategy for Suicide Prevention (NSSP). Consultation shall include technical advice regarding CMHS-funded suicide prevention activities. The contractor shall come to Rockville, MD to meet at the Parklawn Building approximately three times over the course of the contract (maximum 2-day meetings and shall participate in weekly one-hour conference calls over the course of the contract). The contractor shall provide written summary and recommendations related to the implementation tasks over the course of the contract as requested by the Project Officer. The Contractor shall assist in the conceptualization and scope of work for a National Strategy for Suicide Prevention public/private partnership coordinating body. The Contractor shall assist in development of proposals to secure foundation/private sector involvement and support for the proposed coordinating body. The Contractor shall provide services to CMHS in developing suicide prevention guidelines for schools. Contractor shall review an existing draft document based on the New Zealand school suicide prevention guidelines (to be provided by the Project Officer) and shall make recommendations for organizational, technical, and presentational revisions based on that review. Contractor shall contact school, education, mental health and government experts as part of a process to ensure that the guidelines are appropriate to American sociocultural, health care systems (including mental healtlh), and educational contexts. Contractor shall prepare a suggested list of representative experts for Project Officer input and review. Contractor shall serve as the key entity in developing consensus of government, institutional and private sector interests in the development of these school guidelines and shall attend meetings and participate in conference calls as required. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
