Description

U.S. Agency for International Development (USAID) has a need for Recordkeeping/Administration and Investment Management services for its start=up of a defined contribution plan, equivalent in design and function to an Internal Revenue Code (IRC) 401(k)plan. USAID anticipates releasing a Request for Proposal (RFP) for these services on June 25, 2001 and intends for contributions to the plan to begin no later than November 30, 2001. USAID may select one contractor to provide either services or separate contractors for each service. The Recordkeeping/Administrative services contractor must provide daily valuation. The Investment Management services contractor must provide a minimum of at least 5 diversified investment options and at least 3 of these must represent materially different risk characteristics. As of March 31, 2001, USAID has 632 personal service contractors (USPSC's) located worldwide. Due to the nature of our agency, the staff count may vary about 25 per quarter. Payroll is administered centrally in Washington, DC and in each of the 38 missions worldwide. The USAID anticipates awarding a contract for a base period, from date of award through December 31, 2001 and four (4) one year option periods, to be exercised at the Government's discretion. This acquisition will be conducted in accordance with FAR, Part 12 -- Acquisition of Ccommercial Items and FAR Subpart 13.5 -- Test Program for Certain Commercial Items. This is an unrestricted acquisition. All requests for the solicitation shall be in writing. No oral request for the solicitation will be accepted.
