This solicitation is issued conducting a competitive cost comparison study utilizing OMB Circular A-76 and AFI 38-203. The purpose of this study is to determine the most efficient and effective method of providing Outside and Inside Plant Operations and Maintenance Functions within the Communications Squadron.
