Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quote (RFQ) number is RFQ-RT-01-00373 and the solicitation is being issued as a Request for Quote solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. Award will be made using Simplified Acquisition Procedures. The period of performance is October 1, 2001 through September 30, 2002. The contractor shall provide maintenance coverage 24 hours, 7 days per week for an Octel 350 System. The contractor must be an Octel (Lucent) authorized distributor with access to the Technical Assistance Center (TAQ) of Octel Maintenance provider and must be within 100 miles of the U.S. EPA, Research Triangle Park, NC site. On-site response time for major problems after notification shall be no longer than 4 hours. Major problems consist of, but are not limited to, unscheduled total system outage and failure to reboot, system manager terminal (SMT) not accessible, if 25% or more of the ports are not active, one or more drives fail, loss of system integration, continuous system restarts, system unable to collect call detail records, message waiting not functioning properly, and networking not functioning properly. The contractor shall provide remedial maintenance to include diagnose and repair of hardware and software problems. Provide software updates which will improve system performance and addresses safety issues. In the event of a system outage or disaster, the contractor shall provide the necessary parts and/or installation within 24 hours or less. EPA's existing system configuration for the Octel 350 includes Aria 2.00.35 software, 72 ports, two 1-GB system drives, four 1-GB message drives, 400 message hours, RS232-SMDI integration with a GTE Nortel DMS-100, voice mailbox with a capacity of 6000, fax mailbox capacity of 1955, software features include: Networking, Bulletin Broadcast, Fax Processing, Fax on Demand, System Backup, ECP Octel Forms, DecisionPro, Follow-me-forward, Index I and II and PowerCall. North American Industry Classification System (NAICS) No. 561990 applies with a size standard of $5M in average annual receipts over the last three years. The following FAR provisions (which can be downloaded at the following site: http://www.epa.gov/oamrtpnc/spclaus/index.htm) apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors- Commercial; 52.212-2, Evaluation-Commercial Item. All Offerors are to include with their offers a completed copy of provision 52.212-3, Offeror representations and Certification-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-commercial Items. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via Internet. If you will be obtaining a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do NOT have the capability to obtain the solicitation from Internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations.
