Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for proposal (RFQ), numbered F41621-01-T-0025. The Government intends to negotiate a sole source contracts under the authority of FAR 6.302, with QUORUM COMMUNICATIONS, Irving, TX, for Miniture S-Band Satellite Terminals. The scope of this Air Intelligence Agency (AIA) wishes to acquire the items indicated herein on an ALL OR NONE basis. The Government requests an acceptance period of 30 days. Items are to be delivered FOB Destination. Offerors are requested to provide their e-mail address if available. Offerors are also required to provide the unit price, extended price and total price = for the following items in the sequence listed. Any discounts are to be applied at the line item level. The items required are CLIN 0001, S-Band System Part number 990008401, Qty: 3 ea. CLIN 0002, S-Band System Part number 990008401(less option 3), Qty: 1ea. The North American Industry Classification System (NAICS) for this acquisition is 513340, $11.0M. This synopsis incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 97-27. The following provisions/clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items applies. The following factors shall be used to evaluate offers: technical capability to meet the Government's requirement, price, and delivery date. Technical and Past Performance when combined are less important than price. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer.
