- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. 01SQ170967 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-26, May 16, 2001. The North American Industry Classification System (NAICS) code is 811310. The small business size standard is 500 employees. The Bureau of Reclamation has a requirement for the following: CLIN 1: Furnish all materials, equipment, tools, engineering, labor, and supervision to refurbish 36 field poles from pump unit P4, Pump Generating Plant, Grand Coulee Power Office, Grand Coulee Washington per the following work scope. as described. Cut off and remove existing damper segments; remove existing damper bars; corn blast poles; clean damper bar poles of loose materials/debris; inspect poles for damage and record dimensional data on pole inspection report; manufacture and install new damper bars per original drawings produced by Westinghouse for USBR contract 1373; manufacture and install new damper segments per original drawings; braze damper assemblies using 5% silfos rod and ribbon brazing materials; trim damper bars to length as specified on the original drawings; silver plate damper segments per original drawings; inspect brazed joints using liquid penetrant method; replace all spacer insulation filler plates; replace all "unusable" short or loose Damper Support Dowel Pins; repair "unusable" mushroomed Damper Support Dowel Pins; paint refurbished poles, paint to be black and determined by the Contractor. 1 Job. CLIN 2: Manufacture and deliver 36 Pole Key Assemblies per the original drawings. 1 Job. CLIN 3: Manufacture and deliver 36 sets of washers for top & bottom of pole assemblies per the original drawings. CLIN 4: Inspect 288 Damper Splice Strap Connectors, and perform nondestructive testing inspection using liquid penetrant method, cleaning and silver plating. Supply all miscellaneous hardware for segment connectors required for field assembly. During the inspection, if cracked connectors are found, replacement connectors will be quoted separately at that time. 1 Job. CLIN 5: The contractor shall supply field advisory engineering services during reassembly of the poles onto the rotor. Payment for this service will be based on a hourly rate schedule. Estimated duration is 2 weeks. 1 Job. The contractor shall perform all necessary nondestructive testing to each refurbished pole to ensure that the pole has been repaired to like new condition. Reports of such testing shall be made available to the Government for inspection. The Government will provide onsite inspection at the Contractors repair facility after the poles are refurbished and before they are packaged for shipment. The Contractor shall provide two weeks notification to the Government before the poles are ready for inspection. The Government has the option to waive any or all inspections. The contractor shall warrant all material, parts, and labor for one year after delivery to the site. The Contractor shall provide a written warranty for the repair of the field poles in the event materials or workmanship fails within the specified warranty period. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2000), 52.212-3 Offeror Representations and Certifications -- Commercial Items (May 2001) must be filled in and included with your quote, 52.212-4 Contract Terms and Conditions -- Commercial Items (May 2001), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2001), 1452.225-82 Notice of Trade Agreements Act Evaluations -- Bureau of Reclamation (June 2000), 52.247-34 F O B Destination (Nov 1991), Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.222-19 (E.O. 13126), 52.222-21 (Feb 1999), 52.222-26 (E.O. 11246), 52.222-35 (38 U.S.C. 4212), 52.222-36 (29 U.S.C. 793), 52.222-37 (38 U.S.C. 4212), and 52.225-5 (19 U.S.C. 2501, et seq., 19U.S.C. 3301 note), 52.225-13 (E.O. 12722, 12724, 13059, 13067, 13121, and 13129), 52.232-34 (31 U.S.C. 3332). The Government anticipates a sole source award to Voith Siemens Hydro Generation, 2185 N Sheridan Way, Mississauga, ON L5K 1A4, because of proprietary drawings, and information contained within the equipment. Evaluation and award will be made using the Simplified Acquisition Procedures in FAR Part 13. The closing date for receipt of offers is June 27, 2001.
