- Description
- The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price requirements contract for laboratory analytical services. The Scope of Services requires the Contractor to provide laboratory services for the compliance monitoring for the Nogales International Wastewater Treatment Plant (NIWTP) located in Nogales, Santa Cruz County, Arizona, in accordance with a National Pollutant Discharge Elimination System (NPDES) and an Arizona Groundwater Quality (GWQ) Permit. In addition, testing may be required on samples related to the NIWTP operational monitoring, monitoring of the international interceptor, and/or groundwater monitoring conducted by the USIBWC in the Nogales area. Laboratory testing services may also be required for surface water, groundwater, leaking underground storage tank, hazardous and solid waste monitoring requirements along the U.S./Mexico border in Arizona. The Contractor shall furnish all labor, material, supplies, equipment, and personnel to perform laboratory services for the samples provided by the USIBWC to the Laboratory or Laboratory's subcontractor. The laboratory, and any subcontract laboratory, shall be certified by the State of Arizona to conduct water, wastewater, groundwater, sludge/solid waste and/or toxicity laboratory analyses for those tests being completed for the NIWTP compliance monitoring. The Laboratory shall analyze samples in accordance with methods approved by the United States Environmental Protection Agency (EPA) and/or the State of Arizona Regulations. The Laboratory shall be geographically located so that the samples collected from areas along the U.S./Mexico Border in Arizona can be submitted to the Laboratory and processed by the Laboratory in a timely manner. The NIWTP NPDES permit requires the analysis of fecal coliform samples be initiated within a six (6) hour holding time and that chlorine residuals (USEPA method 330.5) be analyzed within a two (2) hour holding time. Due to weather conditions in Arizona, specifically high heat in the summer months, the Laboratory completing analysis for NPDES compliance on monthly, biweekly, and weekly samples with a specified or recommended method holding times less than thirty one (31) hours shall be located within seventy five (75) miles of the plant. This is required to ensure that samples arrive at the laboratory at the proper temperature and analysis may be initiated within the method specified hold time. The majority of methods require that samples be kept at four (4) degrees Celsius during the hold time. Processing time for samples at the plant may range from two (2) to twelve (12) hours depending on the time of day of the sampling and the schedule of available transportation services. An exception to this requirement is the monthly toxicity analysis. Since the toxicity tests require specialized facilities and experienced staff, there is no restriction on the physical location of the laboratory completing this work. The resultant contract shall be for a basic period of one year with four (4) one year option periods to extend the term of the contract. The term of the contract will not exceed five (5) years. Tentative dates for issuing and receipt of proposals for RFP 01-36 are July 2, 2001 and August 1, 2001 respectively. Requests for RFP 01-36 must be submitted in writing by June 26, 2001 to the International Boundary and Water Commission, U.S. Section, Attn: Irma Gurrola, 4171 North Mesa, C-310, El Paso, Texas 79902. No telephone requests will be accepted. Award of any resultant contract is subject to funds availability. This requirement is a 100% set-aside for small business concerns. The applicable NAICS code for this procurement is 541380. The applicable small business size standard, including affiliates, is $5.0 million.
