- Description
- BACKGROUND & OBJECTIVE: In an effort to reduce the risk of introducing nonindigenous aquatic species to waters of the United States, Congress enacted the Nonindigenous Aquatic Nuisance Prevention and Control Act (NANPCA) of 1990. NANPCA contains specific provisions for controlling Aquatic Nuisance Species (ANS) and directly addresses the threat of ballast water as a vector for exotic species. The USCG Research and Development Center of Groton, CT has been tasked to complete a study to investigate parameters and conditions affecting the ability of a screen filter-ultraviolet (UV) water treatment system to remove, disable, or kill aquatic (marine or fresh water) organisms. Results of this study will further define parameters and conditions under which a screen filter-UV system can be used to effectively treat ballast water aboard ship. This study does NOT include a hydrocyclonic separator system. Performance testing of any apparatus in this study does not constitute approval by the U.S. Coast Guard nor does it set any standards for regulatory purposes. SCOPE: This study shall investigate the ability of a screen filter and UV radiation water treatment system to remove, disable or kill aquatic organisms from ballast water under realistic experimental conditions. The investigation shall focus on using a screen filter-UV water treatment system to remove or kill small organisms and microorganisms. Several parameters affecting screen filter-UV water treatment shall be documented and evaluated. The source water for the tests shall be a natural body of water (fresh or marine) with natural assemblages of organisms. Tests shall be completed at ambient turbidity, using three conditions of water color (ambient and 2 conditions of reduced water transmission). Samples shall be taken from ports located between the pump and screen filter, between the screen filter and UV treatment chamber, and again after the UV treatment chamber to determine percent-kill or disappearance rate of organisms. Samples shall be analyzed immediately after treatment, after 6-8 days of dark incubation under controlled temperature, and again after 18 hours continued exposure to natural light. The estimated period of performance for this work is from approximately from September 2001 through October 2002. The NAICS Code is 541330 and the size standard is $4.0 million. This solicitation is not a set-aside and all offers from both large and small businesses will be considered. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $500,000 with interest at the prime rate. For further information, call (800) 532-1169. Internet address: http://osdbuweb.dot.gov. Offerors proposals will be evaluated on the basis of best value. Award will be made to the responsive and responsible offeror who provides the greatest overall value to the Government based on the technical proposal, cost and other factors.
