- Description
- NASA/MSFC plans to issue a Request for Offer (RFO) for a Carbon Dioxide Removal Assembly (CDRA) research grade two-stage pump and associated motor, controller and cables. The pump will be integrated with a CDRA subsystem currently installed in the MSFC Enviromental Life Support System Test Facility. The pump will be utilized in testing in support of International Space Station on-orbit operations. NASA/MSFC intends to purchase this item from Honeywell pursuant to FAR 6.302-1 which implements the authority for 10 U.S.C. 2304 (c) (1) for acquistion of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Only Honeywell has the capability to supply the one of a kind CDRA Two Stage Pump. The pump has unique design features required to meet ISS requirements. Honeywell is the supplier of the CDRA for the ISS Program and has unique knowledge of the design and operation of this hardware. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 2, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
