Description
The Office of Naval Research, as executive agent for the Expeditionary Logistics, Future Naval Capabilities, is soliciting white papers, leading up to full proposals, for the development and demonstration of technologies that can improve Marine Corps combat service support/logistics command and control capabilities. Proposals are sought from all available sources to include Industry, Institutions of Higher Education (IHE), Federally Funded Research and Development Centers (FFRDC) and Government Laboratories. Teaming/partnering is highly encouraged. Requirements: Innovative technology concepts must support the future of Marine Air Ground Task Force MAGTF logistics/combat service support (CSS) command and control, specifically, the operational/tactical level employment of MAGTF capabilities under any mission environment and conditions. Emphasis is placed upon emerging ground requirements to conduct autonomic and anticipatory logistics to include enhanced capabilities for multi-sensor data integration, increased logistics (friendly) situational awareness, increased asset visibility, near real-time readiness monitoring of Critically Tracked Items (CTI), condition based maintenance and advanced decision support matrices and tools to increase CSS efficiency and MAGTF effectiveness. Innovative technology concepts should be compatible with and capable of integrating with projected FY04 Marine Corps command and control systems and infrastructure as part of a deliberate transition effort, yet capable of architectural migration consistent with a long-term applicability to software direction. Due Dates: Six paper copies and one electronic copy of each white paper are due no later than 2:00 PM, Eastern Daylight Time, 20 July 2001. Six paper copies and one electronic copy of each final full proposal are due no later than 2:00 PM, Eastern Daylight Time, 22 October 2001. White papers and final full proposals should be addressed to the Office of Naval Research, 800 North Quincy Street, Arlington, VA 22217-5660, Attention: Nathan Smith e-mail: smithn@onr.navy.mil Code 353 Room 604-1. Electronic copies shall be submitted on either 3.5" floppy disk or one 100MB Iomega Zip disk. Each disk shall be clearly labeled with BAA 01-020, name of organization and proposal title (short title recommended). E-mail responses are not acceptable and e-mails received will not be acknowledged. Award Information: Traditional FAR-based contract awards are anticipated. However, the Government reserves the right to award grants, cooperative agreements, or other transaction agreements to appropriate parties, should the situation warrant use of a non-contractual agreement. This acquisition does not meet the requirement for use of a Section 845 other transaction. Proposals submitted by consortia or teams require Articles of Collaboration signed by the consortium members. The Articles define the interaction and commitment of the proposed partners; they must be developed prior to award but are not required to be signed and delivered with the final full proposal. Offerors must state in their white papers and final full proposals that they are submitted in response to this Broad Agency Announcement (BAA). Additionally, the Government reserves the right to make single or multiple awards for each Thrust Area or Part, then conducting a down select to a single performer for the planned demonstration. Subcontracting Plans: In connection with contract awards, Small Business Subcontracting Plans should be prepared in accordance with FAR 52.219-9. Each plan will be evaluated to determine whether it meets or exceeds the Congressionally mandated goals of 21.6% for small business concerns, 2% for HUBZone concerns, 5% for small disadvantaged business concerns, 5% for women-owned small business concerns, and 3% for veteran-owned business concerns. If these goals are not expected to be met, a detailed explanation should be included in the final full proposal. The North American Industry Classification System (NAICS) code for this solicitation is 54171 (which corresponds with the standard industrial classification code of 8731) with the small business size standard of 500 employees. No portion of this BAA has been set aside for small businesses, veteran owned small businesses, HUBZone small businesses, small disadvantaged businesses, women-owned small businesses and historically black colleges and universities or minority institutions; however, their participation is encouraged. Other Information: This notices constitutes a BAA as contemplated in FAR 6.102 (d)(2)(i). A formal RFP or other solicitation regarding this announcement will not be issued. Request for the same will be disregarded. ONR will not issue paper copies of this announcement. The Government reserves the right to select or award all, some or none of the proposals received in response to this announcement. All responsible sources may submit a proposal, which shall be considered under these guidelines by the Office of Naval Research.
