Description

This is a notice of intent. The Defense Threat Reduction Agency (DTRA) proposes to modify, on a sole-source basis, contract number DSWA01-97-C-0108 with Cubic, Inc. to award a nine-month extension to complete the initial WALTS development and revise the existing program to meet emergent requirements that integrate DTRA weapons effects models with emphasis on the visualization of buried/underground targets and on WMD affected urban environments. Attempt to use another source would deprive the Government of the capabilities, utility and prior technology developed by Cubic and result in unacceptable program delays and cost increases while another contractor attempted to replicate the work thus far accomplished by Cubic. No solicitation will be issued. This modification shall be negotiated under the authority of 41 U.S.C. 253(c)(1) Only One Responsible Source.
