- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.The request for quotes (RFQ) solicitation number is RMAST-01-223. 2.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. 3. This is a small business set aside. The associated NAICS code is 541690 and small business size standard is $5 million 4. Microscopic Particulate Analysis (MPA) to be performed on a variety of locations on the White River National Forest. Work requires a Colorado licensed pump installer to provide power and pump for taking water samples. It is expected the work will be completed within the times specified. 5.Award will be made to the qualified offeror based on past performance and price. Description Quantity Unit Unit Price Total Price MPA Sampling 25 ea. $___________ $__________ CONTRACT TIME: 19 days ESTIMATING STARTING DATE: June 28,2001 Sampling shall not be permitted at all during the week of July 2-6, 2001. Samples shall be taken Monday 8:00 a.m. through Friday 3:00 p.m. The State of Colorado requires this testing be completed by July 31,2001. Add to the provision as follows: Service of Protest (Aug 1996), FAR 52.233-2, Office address: 2250 Highway 50, Delta CO 81416. The clause at 52.212-2, Evaluation-Commercial Items (Jan 1999) applies to this acquisition.(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: [a] Past performance, [b] specialized experience and technical competency. Technical and past performance, when combined are equal in importance when compared to price. b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 2001), with their offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items (Feb 2001), applies to this acquisition. For paragraph 2 the equivalent classes of service employees and rates for federal hires are as follows: environmental technician, GS-7 at 14.03 per hour.
