Description
The Naval Aviation Depot (NADEP), Cherry Point, NC has submitted a requirement to procure a comprehensive integrated predictive maintenance (PdM) program for three Navy Industrial sites; Naval Aviation Depot, Cherry Point, NC, Naval Aviation Depot, North Island, CA, and Naval Aviation Depot, Jacksonville, FL. The government intends to issue a contract for the Plant Maintenance Product Reliability-Integrated Predictive Maintenance Software, Equipment, and Service, in conjunction with a GSA procurement of Training and Consulting from Computational System Inc., Knoxville, TN. The PdM program shall include the following twelve items: (1) Integrating Predictive Maintenance Software, (2) Vibration Analysis, (4) Induction Motor Current Analysis,(5) Infrared Thermography (6) Ultrasonic Inspection, (7) Balance and Laser Alignment, (8) Training, (9) Startup Services, (10) Interface Between Integrating PdM Software and government's version of PSCI's Maximo Maintenance Management Software, (11) Consulting Services, and (12) Equipment services Agreements. The complete and comprehensive integrated predictive maintenance package must be provided by a single source. The contractor shall be an established company solely in the business of designing/manufacturing and providing integrating predictive maintenance software, equipment, services, training, and consulting that has been sold in substantial quantities in the commercial marketplace. The solicitation will only consider commercial off-the-shelf software, equipment, services, training, and consulting. A comprehensive PdM program shall be simultaneously established at each Naval Aviation Depot. The PdM program will be implemented in two phases. Phase I will be implemented before 01 October 2001. There will be an option for Phase II, which will be implemented between October 2001 and September 2003. As of 30 June 1999 all contractors must be registered in the Central Contractor Registration (CCR) Database as a condition of contract award. Contractors may register in the CCR through the World Wide Web at http://www.acq.osd.mil/ec or call the DOD Electronic Commerce Information Center at 1-800-334-3414. Include Cage Code and Dun & Bradstreet Number with request. The government intends to award a contract on a sole source basis for the open market items in conjunction with a GSA procurement to Computational System Inc., 835 Innovation Drive, Knoxville, TN. All responsible sources may submit a proposal which shall be considered by this agency. Note 22 applies
