- Description
- The National Oceanic & Atmospheric Administration has a requirement for a particle analysis and collection system that meets the following specifications. 1)It must be operable from fixed shore installations or aircraft, 2) It must operate in inclement conditions over the ocean in wind speeds exceeding 40 m/s or on an aircraft at an airspeed up to 120 m/s, 3) It must provide size resolved information; size resolution must be no less than 25 micrometers diameter, 4) It must cover the size range from 25 to 500 micrometers, 5) It must have sufficient sensitivity and volume sample rate to provide at least 100 counts in the 200 micrometer bin within a 2 minute sample time at 100m over the ocean when the near-surface wind speed is about 30 m/s, and 6) It must allow computer data acquisition through some standard computer interface (RS-232), etc.). It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with Droplet Measurement Technologies,of Boulder, Co. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
