- ** The reason for this modification is to correct the response date from July 18,2001 to June 21,2001 due to a typographical error. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation #FR090011130100 is issued as a (RFP) Request for Proposal. The NAICS Code 334519 with a 500 employee size standard. SERVICES MUST START PERFORMING IN THE MONTH OF JUNE 2001. This solicitation document and = incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The resulting award is set aside for small business set-aside program. Offerors shall provide a lump sum total for all effort stated in the statement of work. The following clauses and provisions are incorporated and will remain in full force in any result of award. FAR 52.212-1, Instructions to offeror-Commercial Items (Nov 1999) is incorporated by reference and applies to this solicitation; The provision 52.212-2 Evaluation Commercial Items (Feb 2000) is applicable to this award. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance 2) Price. When combined are equally as important. If the lowest priced evaluated offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Provide 3-5 references of your most recent projects. In accordance with FAR 52.212-3 (April 2001) a current Offeror Representations and Certifications (Reps and Certs) must accompany offer submitted. STATEMENT OF WORK INSTALL ACOUSTIC SOOT BLOWER HORNS 1.0 SCOPE: The contractor will provide = labor, tools, equipment and materials to install Six(6) Acoustic Soot Blower Horns and accessories for three (3) Combustion Engineering Boilers. The horns shall have a sound frequency of 230Hz at 150db and are powder coated cast iron. Install six (6) solenoid valves. Fabricate and install six (6) mounting doors. Install three (3) each two channel programmable timers in NEMA 4 enclosures w/keyed safety switch (one per boiler), and all electrical accessories to complete the installation. 2.0 LOCATION: Charleston Air Force Base (CAFB) Civil Engineering, Building 431, Charleston South Carolina. After award is made, the POC?s for this project will be handled by Dick Pendergast and Ron Wiggins of CE. Work is expected to start within 5-7 days of award. 3.0 CONTRACTOR RESPONSIBILITIES: The contractor shall install six (6) Acoustic Soot Blowers (2 per boiler) in pre-fabricated doors. The contractor shall install all electrical and air components to insure proper operation of the soot blowers. The contractor shall train Plant Personnel on the Operation and maintenance of the installed system. = 4.0 BUILDING CUSTODIAN: The contractor shall coordinate all work with the approval of the building custodian in order to avoid conflicting with the building mission.
