Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. Solicitation 01SQ307940 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The North American Industry Classification System (NAICS) code is 333999. The small business size standard is 500 employees. This acquisition is set aside for small businesses. Simplified Acquisition Procedures apply. Davis Dam, a U.S. Bureau of Reclamation Facility, requires the supply and delivery of one (1) lubricating oil filter system. The oil to be processed is Mobil DTE Heavy Medium, ISO viscosity grade 68. Delivery shall be FOB: Destination to Davis Dam, which is located approximately two (2) miles North of Bullhead City, in Mohave County, Arizona. The lubricating oil filter system shall be a completely self-contained, continuous duty, portable filter unit capable of a minimum flow rate of 10 gallons per minute. The discharge pump shall be capable of pumping 50 feet above the location of the filter system. The filter system shall be capable of attaining a minimum ISO 4406 cleanliness level of 16/13, and a water content of less than 200 ppm. The unit shall be movable via non-metallic locking swivel casters. Operating voltage shall be 3 phase 480 volt 60 hertz. The control system shall permit unattended operation with safety features incorporated to shut the unit down if a major problem occurs. Indication shall be provided for pressure differential across the filter elements. Also include the following: Two sets of manuals, consisting of Installation, Operations, Maintenance and Parts breakdown; start-up training, up to 8 hours, at the government's convenience; and one spare set of filter elements including all parts required for filter replacement. Delivery will be to Davis Dam. This procurement will be done as a "Best Value" to the Government. Price and past performance will be considered. Please submit with your quote three references of other companies you have provided with similar filter units. Please include phone numbers and a contact person for each reference. Also, provide cut sheets/ specifications for the subject lubricating oil filter system. The following FAR provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors Commercial (Jun 97); offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (Jan 97); 52.212-4, Contract Terms and Conditions-Commercial Items (May 97) with the following clause incorporated by addendum: FOB Destination; and FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following applicable FAR clauses for paragraph (b): 52.222-26 Equal Opportunity, 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era and 52.225-9 Buy American Act Trade Agreements Act Balance of Payments Program. WBR 1452.225-82 Notice of Trade Agreements Act Evaluations Bureau of Reclamation (Oct 98) is incorporated by reference and applies to this acquisition. The Contractor shall extend to he Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no cost to the Government. The resulting purchase order will be a firm fixed-price purchase order. All responsible offerors shall submit quotes by fax to (702) 293-8050 or by mail to the Bureau of Reclamation, P.O.
