- THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number DAHA22-01-T-0066 is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-27. This solicitation is 100% Small Business Set Aside in accordance with FAR 52.219-6. SIC IS 3585, NAICS IS 333415 Small Business Standards is 750 employees. ITEM 0001 REFRIGERATED CONTAINER WITH REEFER, no less than 6 ft. by 20 ft. Units are not to be self-contained and will be operated by Government owned generators. Each unit must include an insulated/movable bulkhead with door in order to store both frozen and chilled loads (shall have the ability to maintain temperatures from +70f to -10f); shall have the ability to change the room size at any time. Double wide doors at one end and a single door on side to allow easy access to both compartments. Each unit shall be mounted on a chassis. Units shall operate on 230V or 460 V 3 Phase power. Durable stainless steel interior walls & aluminum floors, interior lighting. All units must be delivered to Camp Shelby Training Site, Camp Shelby (Hattiesburg, MS), MS 39407 no later than August 1, 2001. FOB Destination. Contractor may quote on new or refurbished units, however, this will be taken into consideration during evaluation of proposals. Proposal MUST identify whether they are quoting on new or refurbished units. SOLICITATION PROVISIONS: FAR 52.212-1, "Instructions to Offerors Commercial Items", (Oct 2000), Addendum to FAR 52.212-1: All offerors competing for award are required to provide a proposal along with operation and maintenance manuals/descriptive literature. Offeror is also to provide the terms of the commercial warranty and past sales history for the same or similar items. For example: the number of units sold, customer sold to, point of contact, previous Government contracts. Descriptive literature must be furnished as part of the offer. The literature is required to establish, for the purpose of evaluation and award, details of the product the offeror proposes to furnish. Technical acceptability will be based on comparison between the descriptive literature and the Statement of Work stated above and ability to meet deadline on delivery. FAR 52.212-2, "Evaluation Commercial Items" (Jan 1999), Award will be made to the contractor who's proposal represents the Best Value to the Government. FAR 52.212-4, "Contract Terms and Conditions Commercial Items", (May 2001). The resulting contract will be Firm Fixed Price (FFP). FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders", (May 2001); the following provisions apply 52.222-21, "Prohibition of Segregated Facilities"; 52.222-26, "Equal Opportunity"; 52.222-35, "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era"; 52.222-36, "Affirmative Action for Workers with Disabilities of the Vietnam Era; 52.222-37, "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era"; 52.232-33, "Payment by Electronic Funds Transfer Central Contractor Registration"; 52.225-13, "Restriction on Certain Foreign Purchases"; 52.203-6, "Restrictions on Subcontractor Sales to the Government/ Alt 1"; 52.219-8, "Utilization of Small Business Concerns"; 52.219-14, "Limitation on Subcontracting"; 52.222-19, "Child Labor Cooperation with Authorities and Remedies"; and 52.247-64, "Preference for Privately Owned U.S. Flag Commercial Vessels"; FAR 52.247-34 "FOB Destination". OFFERS MUST INCLUDE A COMPLETED COPY OF FAR 52.212-3, "Offeror Representations and Certifications Commercial Items" (May 2001) and DFARS 252.212-7000, "Offeror Representations and Certifications Commercial Items (Nov 1995)" with its offer. DFARS 252.212-7001, "Contract Terms and Conditions Required to Implement Statutues or Executive Orders Applicable to the Defense Acquisition of Commercial Items" (Dec 2000), to include; 252.225-7001, "Buy American Act and Balance of Supplies by Sea" and 252.247-7024, "Notification of Transportation of Supplies by Sea" ; DFARS 252.225-7017, "Prohibition on Award to Companies owned by the Peoples Republic of China", (Feb 2000).
