- Description
- The U.S. Army CECOM-Washington intends to award a sole source purchase order to H-Power Corporation for 5 Personal Power System 15-Watt Fuel Cell Stacks. The Stacks shall produce at least 15 watts nominal at 9 volts or greater without external cooling with peaks to 40 watts on a 9 to 1ratio (15 watt to 40 watt peak). Stacks shall be provided with internal humidifier. Stack shall not exceed 300 grams weight including potting material. Stacks must be available to integrate into a robust hybrid power system to power the soldier or recharge batteries. All work is to be performed under an anticipated fixed price purchase order. Award will be made IAW Simplified Acquisition Procedures. Award will be made IAW Simplified Acquisition Procedures. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above a required effort may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience producing 15-watt fuel cell stacks. Responses should be no longer than five (5) pages. Responses are to be received via email by close of business 29 June 2001. All requests for further information must be in writing or via email, telephone requests for additional information will not be honored.
