- Description
- The Government has several hundred thousand square feet of built up, elastomeric and modified bitumen surface roofs that are approaching the end of their life expectancy. The roofs are on various reserve centers and complexes in the states of MN, WI, IL, IN, OH and MI. The roofs are of various sizes, elevations and pitches. Most roofs are insulated and many are ballasted with stone. The roofs are in various sages of disrepair; many are intact, some are leaking, all show signs of aging. Some roofs are upwards of 30 years old, others are approaching 10 years old. A traditional method of dealing with the old roofs is repair by replacement of the insulation and the membrane. This service is commonly available from many local roofing firms throughout the area and IS NOT the subject of this sources sought notice. Another method of dealing with old roofs is an active maintenance program with a series of minor repairs over an extended period of time; this service is readily available and IS NOT the subject of this sources sought notice. An alternative method is extending the life through a one-time rejuvenation of the existing roof. To this end, the Government seeks businesses that can: 1) Evaluate the roofs and identify the various problems on various roofs and propose whole roof "turn-key" solutions for REJUVENATION of all of the types of roofs identified above, across the above cited area other than complete tear-off and replacement. 2) Make minor repairs and apply roof coatings and flowable membranes that extend the life of the existing roof by five to fifteen years. 3) Offer a "no leak" roof warranty for five to ten (or more) years. 4). As a general statement, average rejuvenation cost should not exceed 50% of roof replacement cost. 5) Businesses should have a proven track record of ten or more years successfully performing this type of work. 6). Since most of these projects are anticipated to be valued at less than $100,000, the Government seeks replies from Small Businesses but all business that can perform this service are encouraged to respond. Businesses should respond to this sources sought notice by sending Company brochures, history, warranty data, and product data. Depending on responses, the Government will decide what course of action to take; various roofs may be rejuvenated on a case-by-case basis over the next several years instead of replaced.
