- Description
- This proposed procurement is Unrestricted, the SIC is 1542 and the NAICS is 23332. Estimated cost of construction is between $10,000,000.00 and $20, 000,000.00 for this project. Completion of work is to be no later than 540 calendar days. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. All responsible sources may submit a bid, which shall be considered by the agency. Contractors requests for this solicitation will be performed through ASFI. Contractors must register to be placed on the Bidders/Offerors mailing lists by going to the website: http://ebs.nab.usace.army.mil. The project is advertised as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be evaluated on a Best Value basis for award of the project. The technical evaluation criteria along with proposal submittal instructions will be provided in the solicitation. Work consists of the construction of a new 67,000 SF Academic Research Facility to accommodate increasing Military History Institute (MHI) archival and research requirements at Carlisle Barracks, Carlisle, PA. The project includes a structural steel framed, brick faced multi-story building with reception area, administrative area, mailroom, operations area, supply areas, storage areas, reading areas, stack areas, a classified storage vault, special collections areas, library services, historical services, meeting rooms, restrooms and break areas. Contractor is to provide passenger and freight elevators, temperature and humidity controls and fire suppression system to protect holdings. Other work includes the installation of interior and exterior security systems with closed circuit television cameras and monitors, window surveillance and protection, and electronic entry system. Installation of an intrusion detection system (IDS) is required. Radon mitigation measures are also required. Supporting facilities for this work include utilities, electric service, extension of utilities, parking and roadway pavements, walks, curbs, gutters, retaining walls, information systems, landscaping, site lighting, and site improvements. Access for the handicap will also have to be provided. Heating is to be provided by self contained dual fuel (oil and gas) plant and Air conditioning is to be provided by self-contained cooling system. Project includes demolition of 14 buildings (5,075 SM) to include asbestos and lead abatement. Large Business Firms are required to submit a subcontracting plan with their proposals. The subcontracting goals for this procurement are 50% of contract value for Small Businesses. Of that 50%, 15% should be placed with Small Disadvantaged Businesses, 8% with Women Owned Small Businesses, 3% with HUBZone Businesses, and 3% with Veteran Owned Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
