Description

This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ01C-17 is issued as a Request of Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. Pricing is requested on the following items. Item 1. TRUCK BODY Aluminum Dry Freight Insulated Van Body -- Nominal 18' length; External Width -- 102"; Internal Width -- 98" min; Interior Height -- 88.5" min; Interior Length -- 212"; Rear Door Opening -- 94"w x min. 85" h; Rear Door Type: Composite R-3 rated roll up type; Side panels: .040 pre-painted white alum on Z -- posts on 16" centers; Front End: Aerodynamic radius design, stainless steel with folding steps and grab handle on road side radius for access to refrigeration unit.; Floor: 1 3/8" laminated hardwood floor with polyurethane brush coating; Understructure: 3" I Beam cross sills located on 12" centers, 7 gauge steel spreader pans over all tire areas, 4" I Beam structural long sills, 2 -- 9/16" polystyrene block foam insulation between cross sills. Glass board sub pans protecting insulation.; Insulation: 1 5/16" polystyrene block foam (R value rating 5.25) in sides and roof. 4" of same material in front wall;' Front Wall: Reinforced to accept self-contained diesel refrigeration unit; Roof: One-piece aluminum .032 gauge. Item 2. Option-Second Vehicle as configured in Item 1. The base rental period for each vehicle will be 12 months with 4 options to extend or 1 year each. Pricing should be provided on the rate per vehicle per month (including a min of 2000 miles per month) and the mileage rate for miles in excess of 2000. Purchase Price of Vehicle is also requested. No operation on unmaintained surfaces. Under these conditions normal wear and tear would include scratches to paint (no dents) and chips to windshields (no cracks). Drivers 18 and older with valid drivers' licenses. The Government will take responsibility for oil and oil filter changes. All other maintenance and repairs due to breakdown or worn parts is the responsibility of the contractor. Service depot within a 50 mile radius of the route between Capitol Hill and Ft Meade. Delivery: FOB: Destination. Required delivery is no later than October 1, 2001 to Library of Congress, Washington, DC 20540. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Contract award will be based on the lowest cost, technically acceptable (must meet ALL specification requirements to be technically acceptable), considering timeliness of delivery, price, quality of vehicles offered past performance, and technical capability. Offerors shall include with their offer a itemized list of the proposed vehicle, a list of five references (within the last 2 years), completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. Offers should include the sol number, project name, company name, company contact, contact name, address, telephone number. The clauses 52.212-4, contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items with the additional FAR clauses stated a the following paragraphs with 52.212-5 applying: (a) (b) (1)(11)(12)(13)(14)(17)(23)(d) & (e).
