- REQUEST FOR INTEREST/REQUEST FOR QUALIFICATIONS Closing Date: July 5, 2001 The Veterans Affairs Medical Center (VAMC), located in Canandaigua, New York is accepting submissions from interested parties that document experience, capacity and interest to lease certain facilities on the VAMC campus and thereafter to develop and manage such facilities for affordable housing primarily directed toward low-income veterans. The VAMC, Canandaigua currently has approximately 90,000 net square feet available within two vacant buildings located on the grounds of the VA that it seeks to lease for the development and operation of an estimated 200 units. The development will be funded and operated pursuant to sources of income outside of the Department. The cost of renovation and operation will be solely borne by the successful applicant pursuant to a business plan developed by the lessee and approved by the Department. Any renovation of VA facilities will be in accordance with VA requirements. This announcement is not a notice of availability of funds, a solicitation for vendors or contractors nor a request for funding proposals. Interested organizations or entities must submit evidence of qualifications. Qualified applicants will demonstrate bonafide successful experience and capacity to accomplish the planning, development, activation and ongoing management of the above-described program. The application package should include a cover letter, with a narrative not to exceed 5 pages and attachments. Successful applicants will have the ability to accept the property and execute a long-term lease for the property and place the property into phased service for housing provision to low income Veterans following lease execution. Submission should include evidence of sources of income, financial resources and feasible plans to successfully complete the project and a comprehensive business plan including planned financial outlays, program income, and current financial status with certification that the organization has a functioning accounting system operated in accordance with generally accepted accounting procedures. The cover letter will require the signature of a responsible individual with the ability to commit resources of applicant agency. Proof of Liability Insurance will be required. Once renovated, the objective of this lease is for the developer to offer low-income housing to veterans in the upstate New York area. VA will make available certain services such as utilities, maintenance, light housekeeping, security and fire protection services on a contract basis. The developer will be charged for these services in accordance with the payment terms determined by the lease. Other services may be purchased from the VA, such as food service, laundry service, etc. Submissions should include a narrative of a well-designed activation plan with projected timelines and program descriptions of any current or recent programs of a similar nature managed by the applicant organization. The narrative should address the following areas: 1. Experience managing large residential programs over 100 rooms or apartments. 2. Experience renovating and constructing physical plants that can accommodate residential programs for individuals. 3. Evidence of ability to oversee design, planning, engineering and architectural services related to large-scale projects. Complete submission packages must be received by 4:00 P.M.
