- NASA HBCU/MEI GRANT AWARD OPPORTUNITY ANNOUNCEMENT (A NASA-sponsored program administered by the Kennedy Space Center) Through this Announcement, the National Aeronautics and Space Administration (NASA) solicits proposals from accredited Historically Black Colleges and Universities (HBCUs) and Minority Educational Institutions (MEIs) to partner with NASA by administering logistical tasks required for the Educator Resource Center (ERC). PURPOSE: The objectives of the NASA Kennedy Space Center Educator Resource Center are to provide: 1. Expertise and facilities to help educators access and utilize science, mathematics, geography, and technology instructional products aligned with national standards and appropriate state frameworks and based on NASA's unique mission and results. 2. Demonstrate and facilitate the use of educational technologies (e.g., NASA Education Home Page, NASA Spacelink, Quest, CD-ROMs, NASA Television, etc.). 3. Provide educator inservice and preservice training utilizing NASA curriculum support products. 4. Partner with local, state, and regional educational organizations to become part of the systemic initiatives in the state. CONTEXT: The ERC is sponsored by from NASA Headquarters (HQ) Educator Resource Center Network and the Center for Space Education at Kennedy Space Center. The grant will be awarded for the 2002 fiscal year, and will include four (4) annual renewal options. The annual award will be in the range of $300,000 per year for operation and administration of the ERC. Staffing is currently eleven employees, and it is necessary that all project staff (including the project coordinator) are located on-site at the Kennedy Space Center. Interested educational institutions should submit a capability statement of twenty (20) pages or less. The following evaluation factors are in descending order of importance and will be used in the evaluation of all submittals for this grant. 1. Institution experience managing off-site programs, and past performance on awards with Government agencies and private industry for the past ten (10) years (Selection Weight, 30 percent). 2. Benefits offered to employees (Selection Weight, 25 percent). 3. Indirect and fringe benefit rates (Selection Weight, 25 percent). 4. Relevance of educational programs offered by the institution to NASA and the ERC (Selection Weight, 20 percent). 5. Location of the institution in the general geographical area of the ERC, and knowledge of the locality of the project (Selection Weight, 10 percent). As a part of your submittal, provide in order of the above factors, a specific response to each factor. Institutions responding to this notice should also submit any additional information that they deem to be of benefit to them in the selection process. Closing date for responding to this notice is close of business July 6, 2001. Offerors are cautioned that submittals received after the specified closing date may be considered late -- -see Note 24 -- -all references in numbered Note 24 to the Department of Defense shall be changed to read National Aeronautics and Space Administration.
