- THE DESCRIPTION AS SONOPSIZED AND POSTED 13 JUN 01 IS AMENDED TO READ: This requirement is being procured as a 100% small business set-aside in accordance with FAR 15.202 (Advisory Multi-Step Process). Offerors are to submit a letter of interest on letterhead stationary identifying the offeror, point of contact and e-mail address with the following information for initial evaluation. (1) Experience in Unexploded Ordnance (UXO) {5 years UXO experience minimum required}, (2) Experience in handling other hazardous materials {minimum requirement 2 years experience}, (3) Resume of proposed Senior UXO Supervisor/Specialist {the minimum requirements are Graduate of a Department of Defense certified school and combined 10 years experience in Emergency Ordnance Disposal and UXO handling}, and (4)- Safety Record {Last Workman's Compensation rating}. This information is to be submitted to the Robert Morris Acquisition Center, ATTN: Mr. James Parnham, via e-mail at parnhamje@wsmr.army.mil, as to arrive no later than 12:00 noon Mountain Time Zone on 26 June 2001. After evaluation respondents will be invited to participate in the resultant acquisition or notified, based on the information submitted, that they are unlikely to be a viable competitor. The anticipated contract will be a firm fixed price contract consisting of a 3-year base period of performance with 2 option periods of 3 years each. The requirement is a non-personal service to operate a Range Residue Accumulation Point and perform range residue yard operations at White Sands Missile Range. This includes explosive materiel and component identification, demilitarization, explosive free certification, and segregation of explosive components and range residue. Debris can be, but is not limited to, military munitions, commercial explosive products and devices, rockets and missiles including propellants and warheads, missile payloads and components, manned and drone target aircraft and missiles. Explosive free certified range debris is required be documented, segregated, demilitarized, and processed for its sale at the most advantageous price. There are an estimated 1,250 tons of scrap metal already certified as inert and an additional estimated 2,500 tons of material on the missile range awaiting pickup, certification, demilitarization, and disposal. The selling process must be a closed loop system so that liability for WSMR is minimized. All functions shall conform to Department of Defense, U.S. Army, Occupational Safety and Health and Environmental Protection Agency regulations. The solicitation for this requirement will be e-mailed all viable competitors and any respondent considered not to be a viable competitor upon their written request on or about 10 July 2001 with proposals due by 31 Jul 01. The North American Industry Classification System (NACIS) Code for Operations of a Range Residue Accumulation Point assigned is 561210 averaging annual receipts for the three fiscal years not to exceed $5.0 million (Services).
