- BWXT Y-12, L.L.C. (BWXT), acting under its Prime Contract No. DE-AC05-00OR22800 with the United States Department of Energy (DOE), Oak Ridge Operations, is soliciting expressions of interest to support its Infrastructure Reduction Program. BWXT has a goal to reduce the overall footprint of the Y-12 Complex by 500,000 square feet over the next 16 months. It is the intent of BWXT to secure firm fixed-price bids for demolition of facilities to support this effort. This request for expression of interest does not constitute an invitation for sealed bids, a request for proposals, or offers. This request is for the purpose of identifying prospective and qualified 8(a) firms. Responses received will be used for planning purposes and determining candidates for subsequent procurement actions, if any. If you do not respond affirmatively to all the qualifying criteria during the expression of interest (EOI) phase, you may not be eligible for subsequent procurement actions. The Y-12 site is a DOE-owned Nuclear Weapons Production Facility operated under the National Nuclear Security Administration. Y-12 encompasses over 700 buildings with more than 7.6 million square feet of floor space on 811 acres in Oak Ridge, TN. It is estimated that over 70% of the square footage on the site is more than 50 years old and is rapidly deteriorating, causing poor, and in some cases, unsafe work conditions. Under the new management of BWXT Y-12, a Modernization and Infrastructure Reduction initiative has been established with a goal to modernize the plant's facilities while reducing the overall footprint of the site. As part of this initiative, BWXT Y-12 has plans to issue RFPs for several various demolition projects. Many of these involve complete tear-down and removal of buildings and facilities containing hazardous material, such as asbestos, lead-based paint, PCBs, and other contaminated materials, including radioactive contamination. Criteria have been established for offerers interested in this opportunity. All offerers responding to this request are, by submitting an expression of interest, certifying that they meet all qualifying criteria. Respondents meeting the qualifying criteria will be eligible for electronic access to view and respond to any resulting Request for Proposals. Meeting the EOI qualifying criteria requires an affirmative answer to the following questions: 1. For the most recent three-year period, is your Workman's Compensation Experience Modification Rate (EMR) average 1.0 or less, and does your Total Recordable Injury/Illness Rate and average Lost Work Case Rate not exceed the applicable statistical standards for your business category? 2. Have you successfully completed, as a prime contractor or joint venture member, at least two demolition projects of greater than $500,000 in the last five years? 3. Do you have demolition experience as a prime contractor or joint venture member with a federal government agency or one of its prime contractors in the last five years? 4. Do you have the financial, insurance, and bonding capabilities required for completion of a $500,000 demolition project? 5. Can you certify that you have not had a surety company complete any of your projects in the last five years? BWXT Y-12 is interested in receiving expressions of interest only from 8(a) qualified firms who have experience in the following areas: (1) Deactivation; (2) Decontamination; (3) Demolition; (4) Salvage of surplus material and equipment and (5) Remediation, transportation, and disposal of hazardous wastes. If your firm meets the qualifying criteria in Section 3 (you can answer "Yes" to all questions) and plans to respond to any resulting Request for Proposals, please respond by Friday June 29, 2001. Responses to this expression of interest are to include A) Written confirmation of "yes" to all the criteria in Section 3 and B) a brief overview of particular qualifications along with a completed Standard Form(s) (SF) 254/255 (Architect-Engineer and Related Services Questionnaire).
