RFQ-0115-DTJ US ENVIRONMENTAL PROTECTION AGENCY, REGION III HAS A REQUIREMENT FOR THE IMPLEMENTATION OF THE HISPANIC EMPLOYMENT PROGRAM ADVISORY COUNCIL SUMMER MENTOR/SHADOW PROGRAM IN THE PHILADELPHIA, PA AREA FOR ONE BASE YEAR AND TWO OPTION YEARS ACCORDING TO THE BELOW-NOTED STATEMENT OF WORK: 1.0 PROGRAM DESCRIPTION The Hispanic Employment Program Advisory Council Summer Mentor/Shadow Program ("The Summer Program") was initiated in 1999. That year four (4) students from the Thomas Alva Edison High School ("Edison High School"), located at 5th and Luzerne Streets, in North Philadelphia were sponsored by the Environmental Protection Agency. For the Summer of 2001, the students will spend six (6) weeks with two mentors/ supervisors to assists him or her in their daily technical work. EPA will sponsor up to six (6) high school students from the Philadelphia Area to participate in the Summer Program. This Program is designed to create a bond between the students and the EPA employee to encourage communication and questions concerning many areas like career development for the student. The program is also designed to encourage interested minority students to pursue environmental careers. This program provides environmental/technical experience that is directly related to the student's educational program and career goals. This component is almost identical with the former Cooperative Education program which provided for a schedule of school attendance combined with periods of career-related work. The Summer Program is designed to introduce minority high school students to EPA and the working world. 1.1 STATEMENT OF WORK Under this Work Assignment, the contractor will help in the design, development and implementation of the Summer Program. The contractor will provide the following activities: Program evaluation Skills' development training Provide finance and budget activities The contractor will conduct each of these activities in consultation with the EPA Work Assignment Manager ("WAM") who will be the primary contact for this assignment. The contractor will not take direction from other EPA personnel under this Work Assignment. During the course of the project payment will be made based on the submission of a request for fund in the form of an invoice. To minimize additional administrative burdens on the contractor and EPA, invoices should be planned and budgeted to be minimal (bimonthly versus weekly). These invoices should be submitted to the WAM. This method is necessary to have the funds to administer the program cost which includes such things as salaries, supplies, and student stipends etc. 2.0 PROGRAM APPROACH The contractor must develop a workplan which describes, in detail the approach the contractor will use to accomplish the goals of this Work Assignment and which describes specific tasks and major deliverables to be performed by the contractor. The contractor will conduct the activities detailed below on an as-needed basis, unless otherwise indicated by the WAM. 2.1 ACTIVITIES Activity 1: Perform Program Management Tasks The contractor will perform the following project management tasks: Develop a work plan and budget (budget must be itemized and must discuss each of the aspects of the Program); Develop a revised work plan and cost budget if necessary; Perform ongoing financial reviews to ensure that cost overruns do not occur; Prepare biweekly progress reports; Provide position descriptions and qualifications for the person who will be performing these duties; Provide stipends for students @ $7.00 per hour per student; Provide logistical support as needed. Activity 2: Perform Program Evaluation Activities The contractor will perform the following project evaluation activities: Develop and conduct a post survey of program effectiveness. Activity 3: Development of Skills Workshops The Contractor will develop and teach Skills development workshops. Possible workshops include: Interview skills Resume writing Presentation skills Professionalism University Opportunities 2.2 DELIVERABLES Activity Deliverable Due Date 2.1.1 Provide the name of Project Manager by July 9, 2001 2.1.1 Work plan & cost estimate By June 31, 2001 2.1.1 Biweekly Progress/Financial Reports Friday by 9:00 A.M. 2.1.2 Provide stipends for students Every other Friday by 9:00 A.M. 2.1.2 Develop success/failure measurement By September 7, 2001 2.1.3 List of workshops and dates By July 16, 2001 3.0 PERSONNEL Five to six students, Project Manager, Skill development trainer 4.0 GENERAL Payments are due biweekly because of contractual agreements made with the staff and students. To minimize additional administrative burdens on the contractor and EPA, invoices should be planned and budgeted to be minimal (bimonthly versus weekly). The contractor will communicate with the WAM daily or as the volume of work dictates to discuss the progress of the assignment task(s). The contractor will develop and maintain files supporting each task in the Work Assignment. The students will receive the stipend every other week to minimize additional administrative burdens. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR 13. This acquisition is a 100% set-aside for small businesses (SIC 8299 -- N.E.C. $5.0) Firm Fixed-Price contract with anticipated award date on or about July 9, 2001.
