Description
Notice of intent to negotiate a sole source contract with United Defense Limited Partnership (UDLP), Ground Systems Division, San Jose, CA for system integration and production of Opposing Forces Surrogate Training Systems Main Battle Tank (OSTS-MBT) vehicles. The requirements of OSTS-MBT will be defined in a performance based System Requirements Document. The anticipated contract will require the contractor to subcontract with Anniston Army Depot (ANAD) and Rock Island Arsenal (RIA) for the following types of work which constitutes approximately 75% of the total effort: a. Disassembly of GFE M901 Vehicle Chassis b. Inspection and Repair of Hull c. Application of Turret Mounting Provisions, Visual Modification Interfaces, and Top Plate Reinforcements to Hull d. Inspection and Repair of M901 Chassis Components to be Re-Used for Production e. Inspection and Repair of GFE M32 Sight and Tank Thermal Sight. f. Assembly Test and Installation of Turret System into the Chassis. g. Participation in Vehicle Final Inspection and Acceptance. h. Manufacture of Turret Structure, Rotor, and Basket. In addition to the directed subcontracting, the contractor will be required to provide the following types of work which constitutes approximately 25% of the total effort: a. System Integration and Program Management b. Provide Technical Support to Include Engineering, Quality Assurance, Integrated Logistics Support, and Configuration Management. c. Provide Management and Support of all Production Efforts Subcontract Management of ANAD and RIA. . Partial Disassembly of the M901 Chassis Application of RISE to Chassis Procurement and Supply of all Materials, Parts, Components and Subassemblies. Perform System Safety Assessment and Verification Vehicle Inspection and Acceptance Vehicle Processing and Shipping d. Provide Interim Contractor Logistics Support Field Service Representative Perform Maintenance Demonstration and Verification New Equipment Training Generate Technical Manuals and Provisioning Data Procure and Deliver Initial Spares The contract will require delivery of approximately 145 vehicles beginning in FY02 and continuing through FY07. Anticipated award is first quarter, FY 02. Authority for sole source is 10 U.S.C. 2304(a)(1), "Only One Responsible Source." The Government believes that, as the original developer and manufacturer of the M113 and Bradley Fighting Vehicle families of vehicles, only UDLP has the knowledge, databases, experience, and capabilities to perform the OSTS-MBT Program. Parties who believe they have the experience and capabilities necessary to perform this effort should provide a description of their experience and capabilities for evaluation by the Contracting Officer. Statements of experience and capabilities must be furnished by email to the Contracting Officer at the following address: paul_rhodes@stricom.army.mil and must be received not later than fifteen (15) days after publication of this notice.
